It's a Mikrus MR-300, first Polish small-engined car. Article in Polish Wikipedia regarding this unusual car. It has 300 cm^3, two strokes, 14.5 HP engine. Only 1728 units were build in years 1957-1960 in Mielec aircraft plant. This one was spotted in Mielec old cars fest, organized for 50th birthday of Mikrus.

Mikrus MR300 was a Polish microcar produced between 1957 and 1960. Only 1728 units were built.

Many cars produced in Poland were produced under other companies' licences (Polski Fiat under italian Fiat's licence, FSO Warszawa under russian Pobieda's licence, etc) - but this one was engineered, designed and built in Poland by polish companies!
