One in three girls are sexually abused before the age of 18 in Bolivia – the highest in Latin America. In July 2014, we began a partnership with Brisa de Angulo - a sexual violence survivor herself - and her organization, A Breeze of Hope (Centro Una Brisa de Esperanza), to address the alarming rates of child sexual abuse and incest in Bolivia and gaps in the law.
On 18 March 201`7, Americas Director, Shelby Quast (second from right), Program Officer, Karla Torres (far left), Brisa (center), and our legal partners Hughes Hubbard & Reed and the Human Rights Advocacy and Litigation Clinic at Rutgers Law School, we had the opportunity to elevate the issue directly with the Inter-American Commission on Human Rights (IACHR). The IACHR addresses human rights conditions and violations among the 35 Member States of the Organization of American States (OAS). At the Thematic Hearing, we collectively pushed for legal reform and for action in Brisa’s own stalled case.
We are specifically advocating to: 1- repeal a provision known as “estupro,” which imposes lesser penalties for the rape of 14-18 year old adolescents, 2 - push for broader legal reform to prevent sexual assault against girls, 3- for the enactment of an incest law in Bolivia.
