Young Cuban people enjoy internet via their mobile phones at a paid wifi spot on the street in Havana.
While the Internet is still illegal in private homes, government owned internet cafes offer Internet access.In 2014, Cuba had an Internet penetration rate of 30 percent. In 2015, the Cuban government opened the first public wi-fi hotspots in 35 public locations. They also reduced prices and increased speeds for Internet access at state-run cybercafes.
On October 13 2014 at about 11AM a F2 tornado ripped through my neighborhood. There was a lot of damage. Fortunately though there was no loss of life. There still is a lot of rebuilding to be done, but at least the streets are cleared and the power is back on.
Through this I continued to work my job at the hospital. I am considered to be critical staff. I was lucky. There, I had a place to charge my cellphone.
We had the Governor come through, a Senator, the Red Cross and other agencies. The streets were barricaded for several days, at times even to residents. I had power at the studio but no way to process and upload any photographs I might take.
In my spare time I did a little urbexing and I learned to use my flickr app to take and upload photos to keep my 365 alive. While it wasnt the usual Studio d'Xavier fare I appreciate everyone who visited and commented. You helped keep me going and you brought me some joy in a trying time.
As soon as I get internet access I will return to my usual crazy standard.

I was SO hopeful the other day that our Internet would stay up but it is gone again. We got about 40 minutes?? AT&T doesn’t seem to care. I have been through all the troubleshooting there is. Nobody should have to reboot a modem and computer 20 times a day. Ken made the call today, as I just could not put on my armor and take up my sword again. The help desk guy said it must be a bad problem. LOL! No. We are just a small road of few customers in their big world and they don’t care if we don’t have service. They also know that there are no other options for us- no other DSL, no cable, no satellite/no line-of-sight, so we have no leverage. We cannot do our medical or insurance things online, cannot do our banking, cannot receive email- it is a big halt in the way people live in this day and age. I really don’t know how long I can keep it up- to drive somewhere so I can post or send an email or do business from my phone. Totally depressing. . .
A partir deste mês os consumidores começam a ter acesso a dados oficiais sobre a qualidade dos serviços de internet no país. No dia 15 de maio a Agência Nacional de Telecomunicações (Anatel) divulgará os primeiros resultados da medição da velocidade dos serviços de banda larga fixa em três estados: Rio de Janeiro, São Paulo e Minas Gerais.
O anúncio foi feito pelo presidente da Anatel, João Batista de Rezende, durante audiência pública nesta terça-feira (7). Convidado pelo senador Zeze Perrella, presidente da Comissão de Ciência, Tecnologia, Inovação, Comunicação e Informática (CCT), ele traçou um panorama atual das telecomunicações no país, falou da agenda regulatória até 2014, e prestou esclarecimentos sobre a recente reestruturação da autarquia.
João Rezende adiantou que a agência pretende divulgar até agosto os resultados de medições referentes aos serviços de banda larga fixa em todos os estados. Ainda em agosto, também serão conhecidas as primeiras medições relativas ao serviço de internet móvel, que se estenderão a todos os estados até dezembro.
- Estamos dando mais condições para o usuário decidir a melhor forma de adquirir seus produtos, para isso contando com transparência e, principalmente, com informações concretas sobre os serviços que estão sendo comprados – afirmou.
Regulamento
As medições devem ajudar na fiscalização do cumprimento do Regulamento de Qualidade de Banda Larga, que está sendo implementado pela Anatel. Segundo as regras adotadas, as empresas devem entregar no mínimo 60% da velocidade contratada de banda larga tanto fixa quanto móvel. No ano que vem, esse índice aumentará para 70%. Hoje em dia, alguns serviços não chegam a garantir 20% da velocidade prometida.
Os dados incluem quatro indicadores para refletir a qualidade dos serviços, inclusive a velocidade média e a instantânea. No caso da banda larga fixa, serão feitas medições apenas nas operadoras com mais de 60 mil usuários. De acordo com João Rezende, esse é o critério previsto no Regulamento de Qualidade.
A modernização do regulamento de atendimento e cobrança, atualmente em fase de consulta pública, está entre as novas iniciativas de transparência. De acordo com o presidente da Anatel, o usuário disporá de mais informações sobre as contas cobradas, ganhando melhores condições de comparar e escolher os serviços e produtos.
Reclamações
A audiência, que foi coordenada pelo presidente da CCT, senador Zezé Perrella (PDT-MG), abordou a insatisfação dos consumidores com os serviços de telefonia e internet. Sobre as reclamações aos órgãos de defesa do consumidor, Rezende contrapôs dados de pesquisa contratada pela Anatel, pela qual cerca de 70% dos usuários se dizem satisfeitos com os serviços.
O presidente da Agência citou levantamento por meio do call center, a seu ver o melhor indicador sobre os “problemas dentro do sistema”. Pelos dados atuais, ao redor de 15% dos usuários se mostram insatisfeitos, número que, projetado a partir da base de usuários da telefonia móvel, representaria cerca de 10 milhões de pessoas.
Rezende mencionou ainda o resultado da investigação aberta no passado contra a TIM, depois de indícios de que a operadora derrubava propositalmente ligações, para arrecadar mais com novas chamadas. Segundo ele, não se comprovou fraude, mas problemas técnicos. A empresa recebeu multa de R$ 9,5 milhões, tendo recorrido da decisão.
Importância
O senador Zeze Perrella destacou a importância do depoimento do presidente João Batista de Rezende, em especial pelo atual momento de mudanças regulatórias e estruturais pelo qual passa a Agência Nacional de Telecomunicações e também todo o setor regulado.
Os temas principais a serem observados nesse processo, afirmou o senador mineiro, são a reestruturação da ANATEL; o cronograma de implementação da tecnologia de quarta geração da telefonia móvel; os serviços de telefonia móvel para a Copa das Confederações; o marco civil da internet; a pesquisa nacional de satisfação dos usuários; e o relatório de fiscalização sobre o processo de apuração de descumprimento de obrigações envolvendo a operadora TIM.
milhões de usuários de TV por assinatura, um potencial que ficou estagnado por dez anos, até a abertura do mercado. Até o final deste ano, serão cerca de 20 milhões de clientes com TV por assinatura, o que é uma mudança muito grande. Em relação à banda larga, acrescentou, temos hoje 20 milhões de clientes de banda larga fixa e 72 milhões que utilizam banda larga móvel.
- Hoje no Brasil aproximadamente 150 milhões de pessoas têm celular. Não estou falando de chip, porque as pessoas têm mais de um chip, mas perto de 72 milhões de pessoas têm serviço de dados no celular. Quando atingirmos 150 milhões de pessoas com Internet o nível da rede terá que ser muito melhor do que hoje e os investimentos maiores - frisou o presidente da Anatel.
Rezende se colocou à disposição do presidente Zeze Perrella para fazer em outra oportunidade um balanço completo da implantação da banda larga 4G para a Copa das Confederações na CCT, e disse já terem sido licenciadas 2,3 mil estações. Até dezembro de 2016 metade da população brasileira terá cobertura da internet 4G, acrescentou.
Multas e processos
O presidente informou que a Anatel, desde o seu surgimento, aplicou próximo de R$ 2,5 bilhões em multas, sendo arrecadados R$ 500 milhões. Mais R$ 1 bilhão está suspenso judicialmente, mas quem lida no mercado empresarial sabe que para suspender uma multa aplicada é preciso depositar dinheiro. O Judiciário não aceita que se recorra de uma multa sem fazer o depósito. A Anatel, acrescentou, ganha 90% desses processos judiciais.
- E talvez até mais importante do que a própria multa, é a sua repercussão negativa na imagem das empresas.Obviamente não estou defendendo as telefonias. Sabemos que os serviços são precários, e temos deficiências. Sabemos da preocupação da Anatel também em fiscalizar. As multas são a prova disso mas, se formos analisar o número de reclamações por percentual de usuários, não é a mais alta do Brasil. Hoje, há muita reclamação em relação aos planos de saúde também - comentou o senador Perrella.

Hello out there..
I got tagged, as they call it. On Internet one has an avatar, and mostly not for nothing. Now people started a game asking one to remove the veil as much as one dares. It is like the old game of Play Tag, so, "being it" I must tag some other recluse, who is undoubtedly going to kill me, so I picked someone who could only do so by using a bomb-letter.
Here comes my nineteenth nervousbreakdown, as Mr Jagger once said.
1. I was born in januari 1941, at about 01.30, after six month of marriage of my Christian born parents, weighing remarkably much for a premature. Nothing I could do about it and I did not question my name, Robert, in contrast to the rest of the family, who were trying to figure out who this Robert must have been in the past of my rather Victorian mother. No Faith was mentioned after that, the families' reaction on the issue had not amused her.
My little sister, who could count, reveiled me the situation afterwards, when I was about 30.
I am maybe a little naive.
2. My first four years I lived happily with my parents, while the outside world was in flames. We lived in Deventer, which had two bridges, an attractive target for the Allies. There were no Smart Bombs then.
We moved to the centre in november 1944; the next day our old house was bombed, killing some collaborators, but not me. Our new house had shelter, I still remember the faces of the people hiding in our big cellar during the raids.
I knew what happened, I am not thát naive.
3. My kindergarten-teacher describes me as an intelligent kid, living in his own phantasyworld, sensitive, very honest, with a veil that could be seldomly lifted, difficult for himself and others, very exstatic at times, with a good sense of humour. I drew and painted a lot and had a keen interest in learning.
I was a little naive too.
4: After the usual quiet years before adolescense I went to secondary school, where, besides learning some languages, I got in touch with chemistry and became an Alchimist.
My father being a medical doctor, I could get almost everything I wanted with his prescription papers. Very fortunate. I had a lot of luck, nearly blowing myself up a couple of times, after which my parents asked me kindly to do other experiments. I did not, I was somewhat naive in those days.
I also met my Partner for Life. It was 1959. And I started with photography, and loved details and composition.
5: I was called into militairy service in 1960. The army and me did not quite match, as I had learned to reason at home and at school. My primary question was "Why?", not always acceptable for my superiors. I was kicked off from officerstraining after three month, under suspicion of sabotage. I was removed to an open prisoncamp for the rest of my service, wich tested my sense of humour somewhat.
But then, I always wàs a bit naive
I also got to be an Anarchist, theoretical, fundamental, not aggressive.
I kept painting and drawing and was interested in explosives. Photography was out of the question.
6: As my teacher found me a bit too impulsive and sloppy to study Chemistry, and my request for the Academy of Art bounced because of a Lacking Future (my father thought), I went to the University of Groningen to study Law, the idea being that that was easy and I could find out what I wanted. It was 1962. I had no ambition at all.
I got into a students-house in a starters-room of about 3x3m, without natural light fortunately, so I made it my Workplace and Darkroom too. My Other Half joined me there a year later. It was quite cosy. Later we moved into better rooms, but the 3x3 stayed as a darkroom.
She was a teacher, and combining students-hours with her job was rather tiring. I also made it a point to wake her up enthousiasticaly in the middle of the night with a new product.
Call me naive. We got married in 1967.
7: I became infatuated with the 60-ies more and more. I also got more interested in people than in black characters on white paper. My final degrees were in Penal Law, Criminology and Forensic Psychiatry.
I tried to continue my studies in criminology or the deeper parts of crime. I DID get to teaching Law and Social science at a secondary school.
Being anarchist by heart, I had my own way with my pupils, and my "dialogues" with my director and other colleges were considered to be a bit provoking, so, in spite of having delivered good grades to my pupil-friends I was removed, for doing my best, for the second time.
I felt naïve for the first time and went hopping mad.
8: Realizing that if I had these troubles in the relatively safe surroundings of an educational institute, I would meet the same people elsewhere, and being quite recalcitrant, I decided to go to the Academy of Art. This upset my Other Half because she had expected something quite different, and she left.
I left, that is, because the little house I had taken over for her from a squatting junk made her cry. Couldn't have that happen.
The only fight we had dividing the stuff was over a Dylan-record (Subterrenean Homesick Blues) We have it double now.
I understood her perfectly too. Wished her well. Naive ass.
9: So I went to paint and took pictures, even professionally for a time, but my love for experiment and New Ways did not always lead to acceptable images at the times it counted.
I once screwed up a Wedding-job because I found a new developer and film that should work better. But of course it did not. Fortunately the marriage turned sour too, quickly.
I left the Academy in 1978.
I earned my money as a teacher, but every single job blew up for the same reasons as the first one.
Finally, in 1982, I ended up, at an Institute that accepted my ways, as an advisor in Art at primary schools.
My very first class consisted of pupils of 6 years old, whom I presented with a lesson about dots and lines, realizing halfway my introduction, that I looked at a lot of blank faces. I got quite warm.
To my surprise they took to drawing like wild animals, and I was presented, accompanied by a lot of proud grins, with 20 drawings of a very sweaty teacher, droplets all over the place.
That tought me not to be so naive.
10: The divorce went as wrong as the marriage, so we lived apart together for a long time. My Other Half loved travelling to far away places, while I see cutting off a corner in the wood as Adventure.
In the beginning she went on her own, Iran, Pakistan, India, Afghanistan. Later she tricked me into coming with her. I went as far as India, Nepal, Malawi and Tibet. Morocco came last.
I liked it all.
We bought the house I squatted in and started living together again. With a good workplace. It was then I bought a computer.
Can't escape being naive.
11. The first Gulf War began and I went bonkers when the bombing started. I looked with horror, got bombed myself again.
Difficult times followed: depressions, manic periodes, hallicunations.
Lost my official job but stayed at the Institute as graphic designer, being payed partly by the Ministery of Health, partly by the Institute. In these times I got to Nepal and Tibet. It was difficult but comforting.
The mentality of the Nepalese and Tibetans and the principles of Buddhism were a lot like what I saw in my "Dreams". After 12 years or so, it all got better and better. I learned a hell of a lot during this period. Maybe not so naive anymore.
12: Then some old friend gave me the gift of Flickr. I like it a lot, it challenges me to no end and I am very fond of the comments and discussions. My Alchemists soul rejoyces in photo-editing.
I can feel my work gets better by observing and weighing the work and comments other people make. It inspires me, in short.

What pheromones are to ants, the internet is to us modern human beings. When those traces of chemical messages are broken, ants are at a loss; so too flickrites when the electric signals are absent. But now I can share a photo again... if not yet comment readily.
Between the larger islands of Panay and Negros lies smaller and very pretty mango-tree verdant Guimaras lapped by turquoise seas. From the lovely city of Iloílo in the southeast of Panay, take a banca, a motor boat with outriggers, about half an hour to Buenavista, a port of Guimaras. Board a tricycle there and be taken to Neptune Pittman's Resort. It's in fact a small 'bed-and-breakfast', and it's set in a wonderful, private botanical garden. Neptune Pittman has collected exotica from all over the world. Here she and a very pleasant knowledgable staff of young women and men nourish them.
It's more of a horticulturalist place than a botanical garden. Still, I had a fine morning there marvelling with three young ladies of the staff over the beauty of both green and flowering plants. There's a nice Jade Vine and Black Orchids from southern Mindanao - neither in blossom now but interesting to see. Most plants, though, are exotics from elsewehere: great bromeliads, succulents, agaves, jasmines but also those beauties of the tropics: plumerias.
This is a Passiflora miniata. Before 2006 when John (R.J.R.) Vanderplank put some order to the Passifloras, one of its popular names was Passiflora coccinea. I've posted a photo of one earlier from the slopes of the Merapi on Java, Indonesia. But I liked the ants on this one...
Walking the gardens with the nice staff admiring exotics, my eye fell on the pretty weeds, many in flower. So I pulled out my magnifying glass, and we had a good time learning about those small and common plants - e.g. some nice spurges - neglected here as elsewhere. Meanwhile the Pharmacist from V. was having his coffee in the shade of magnificent stands of Thunbergia.
Sometimes a picture is worth a thousand words. BBN is the random scatter of green in the middle (early ARPANET). Sprint is the organized star topology in purple near the top. AOL is a gray disconnected island in the lower center. There is little correlation between this network connectivity graph and physical geography, except for a clustering of Pac Rim connectivity.

This technique can also see the network “lights go out” during wartime bombing raids.
In a nutshell, they use a modified hacker trick of sending a storm of IP packets out randomly across the network. Each packet is programmed to self-destruct after a delay, and when this happens, the packet failure notice reports back the path the packet took before it died. To visualize this sea of data, Ches applied place & route software from the semiconductor CAD industry to untangle the hairball of data and spread it out in a 2D map that humans can easily absorb. In these maps, one can see security gaps and unknown network connections. (disclosure: we invested them when they spun out of Bell Labs)

As I pack up my LEGO into boxes and store them away I can't help feeling a little bit melancholy. Flickr has probably been the best experience I have ever had on the internet. For the past 6 years now (WOW!) Flickr has been part of my life on an almost daily basis. I have met many great people, and built some very cool creations. As much as it saddens me to have to say this, I am afraid that I have reached that point in my life where LEGO just isn't exciting for me anymore. I remember 2 years ago, coming home from school and spending hours at my desk, consumed with my own imagination, and, no matter how hard I try, I can longer re-create those blissful hours spent slaving away over a pile of un-sorted LEGOs. This doesn't come as a surprise, I guess I always knew in the back of my head that LEGO couldn't last forever, I was just always afraid to think about it. I now know for certain that it has reached me, I pick up bricks and they don't fit together for me anymore, I cannot build the things that are in my imagination. Where the pieces used to flow together, one after another, they now fell forced and out of place. I have also lost my inspiration. As I have grown older, I have stopped drawing crazy mechas and odd vehicles in class, and it makes me sad to think that my mind no longer imagines the impractical, but consumes itself with problems like homework, physics, and where to get my gas money. I haven't really gone on flickr in the last few months anyways, and I think that this will be a good final post before I drop off the grid indefinitely. I am sad because of all the great memories I have made on this site, meeting new people, creating groups, and being blogged about by TBB. I hope that many more people find and thrive on flickr and I hope that the LEGO community continues to expand, because it is one of the most genuine groups of people I have ever met.
I will not be removing or deactivating my account, and will likely renew PRO for a few more years, please continue to enjoy my work.
