Henry F. Stapel was an Indiana native who came to the Rock Port area with his family in 1875. He graduated from the Nebraska Normal School in nearby Peru and purchased the Atchison County Mail newspaper, at the time a floundering Democrat-view newspaper. He increased the the paper's circulation by ten-fold and was appointed postmaster of Rock Port. Stapel's biggest claim to fame is his role in founding mutual insurance in Missouri. The Stapel building is reportedly the first mutual insurance building in the United States.
