This is a really interesting feature of the building. These are hundreds of washing machine detergent bottles, all filled with water. The theory is that because water retains latent heat much better these bottles will heat up when the weather is warm, then when the weather changes the heat is slowly released from the bottles, acting like a giant radiator. Pretty clever, and a much cheaper alternative to plumbing radiators in.
