ABVP launched a nationwide movement from the Jantar Mantar, New Delhi on the issue of foreign.

\\'a.lks oflife spoke on the gathering. Three in1portant issues were highlighted from this platform in.

relation to the issues ofForeign Origin..

Firstly a strong point was made that none ofthe constitution ofany f'orcign countries \vhcthcrit or Russia, Chinn, I J.S.A., U.K, Indonesia, lr·ln, Canitda. Malaysia. Argentina or for that n1attcr.

Italy allo>vvs a person or a Foreign Origin to hold th~ highest chair of the country. So ho\v can a.

country. Secondly, many of us have been made to believe that counlries like Fiji, Surinam , Trinidad.

etc. has Prime Minister of Indian Origin, so, \vhy we can't accept an Italian as Prime Minister..

These people forget that these countries have nearly above 50% of their population of Indian.

Thirdly, to say that Soniaji has the ronstitutional validity is also misleading. Our constitutiondoes not say whether a person of foreign origin can become Prime Minister or not. A Rational.

Hindutva and Cultut'BI Natlontllsm: The NHd ofs Better Understanding. .

Friends, .

There are certain breeds In the world who at some point of time in human history lost their power of understanding. And .

what is striking is that once they lost It, they refuse to regain it even if you try to tell them that they need to s1art understanding things in their own interest. One such famously known breed is of the "Communists". This breed still exists in India in different forms. In the campus this breed goes by various names SFI-ASIF, AJSA, PDSU, DSU etc.etc. .

Since, tine and agajn, the debate on Hindutva and Guttural Nationalism occupies centrestage, it is in fitness of things to try and 'Hindu' and 'Hindutva' are gee-cultural and civilisational concepts.

make them understand once again what do these terms connote. and do not connote mere political on religious dogma. The cultural nationality of India Is Hindu, and this Hindu nationality is inclusive of all who are bom In Bharatavarsha, and who have adopted Sharatavarsha as their motherlond. This inclusiveness of .

Hindu nationality is not just a matter of one man's convictions, it is a fact borne out by our history. The Muslims, the Christians and the Parsis of India have always been Hindus in the cultural sense. .

The legal meaning of the term Hindu, according to the legal system of the country for personal and social laws, includes almost all -the Sikhs, the Buddhists, the Jains, the Brahmosamajis, the Aryasamajis, the Salvas, the Vaishnavas and so on. The only groups that remain outside the legal meanrng of the term Hindu are tha Muslims, the Christians and the Parsis. Before 1937, before the All India Shariat Act was passed to exclude Muslims from the legal definition of the term Hindu, large sections of Indian Muslims also fell within the Hmdu fold in the legal sense. Thus the legal concept of Hindu approximates to the Hindu society, of which the Musltms were recognised to be a segment till 1937. This legal meaning of the term Hindu is recognised by the Indian Constitution .

(Article-25) and other laws of the land. .

Then, there is the cuttural meaning of the term Hindu, and in this sense the term includes all persons descended from a common parentage within the mother society, like the Muslims and the Christians, and also those who have adopted Bharatavarsha as their home, like the Parsis. Hence by birth and blood, as well as by culture, the Muslims and the Christians of Indian origin are Hindus, and the rest, including the Parsis, have culturally become Hindus by adopting this land as their home and sharing in the Hindu .

ethos. .

A constitution.

The civilfsa1ional and cultural meaning of the term 'Hindu' was considered by the Supreme Court in a case in 1977. bench of the Supreme Court, consisting of Chief Justice A.N. Ray and Justices M.H. Beg, R.S. Sarkaria, P.N. Singhal and Jaswant Singh ruled :-.

"In Encyclopaedia Britannica (15th Edition) the tenn 'Hinduism' has been defined as meaning the civilisation of Hindus (originally, the inhabitants of the land of the Indus river). .

"In principle, Hinduism incorporates all forms of belief and worship without necessitating the selection or elimination of any. The Hindu is inclined to revere the divine in every manifestation, whatever it may be, and is doctrinally .

tolerant, leaving others -including both Hindus and non-Hindus --to whataver creed and worship practices suit them best. A Hindu may embrace a non-Hindu religion without ceasing to be a Hindu, ana since the Hindu is disposed to think synthetkally and to regard other forms of worship, strange Gods, and divergent doctrines as inadequate rather than wrong or objectionable, he tends to believe that the highest divine powers complement each other for the well-being ofthe world and mankind.-.

Htndutva, thus, is not a fixed dogma or creed but stands for renewal and redefinition according to the changing needs of time. Thus _e.

apeJ! from the core values and principles which are "Sanatana", we have the Yugadharma which varies according t? thIt is Hindutva which is at the basis of Indian nationhood. Our nationahsrn rs.

reqwements of our society at different points of time. .

Cultural Nationalism.

~tiaUycult~r~l and not lingui~~c, religious, or ethnic as it happened in Europe from 16th Century onwards. .

18 ~t homogemsrng or hegemontsmg but a celebration of pluralism within the oneness of the mother society. Some of the maxtms .

.

of Hrndutva and cultural nationalism can be illustrated thus:-.

~~ Respect for all modes of worship, as .

~~~ The same consciousness permeates all animate and inanimate matter. .
~u) Man is not the conqueror of nature but apart of nature. .
tV} Creativeinterplay between the lndivldu.al genius and the collective genius. .
.
v) The manyness of reality. .
.
Thus, Hindutva or Cultural Nationalism is the bedrock of our nationhood. The better this is understood, the better the health of our .
society. It is only on this sure and secure foundation that the vision of a strong and prosperous Bharat Mate can be realised. .
Brahmin castes were closely associated with the rulers. Apart from providing fictitious.
genealogies to prove Kshatriya status of the ruling groups, they were the royal purohits and in.
many kingdoms they held administrative posts. These Brahmins, who helped to generate the.
surplus, gained the highest social era..
.
As land owners and revenue collectors, closely associated with the rule of the kingdom, the.
Brahmins held wide authority in the political, social and religious life. They were active.
members of the feudal ruling class, and its ideologies as well..
.
Turkish Invasion.
Com. Ghandy succinctly explains the impact of Muslim rule on the feudal mode of.
production beginning with the Turkish rule. The establishment of Turkish power in North.
India, through the slave dynasty in the 13th century, marked an important phase in the feudal.
mode of production. They centralized the administration and introduced a systematic system.
of revenue collection. The composition of the ruling class underwent a change. Initially, it.
was the Turk slave families and their relatives that ruled, they were successively replaced by.
ex-slaves of Indian origin, Indianized Turks and foreign immigrants, to be replaced by even.
foreigners. The most important changes related to the methods in which the rights to revenue.
collection (iqta) were assigned. Originally restricted only for life, on the decision of the king,.
by the end of the 15thcentury they were made hereditary. The Turks were urban-based, and.
favoured Islam. Thus, Turkish rulers displaced the original feudatories and created new ones.
over a period of time..
.
The administrative changes induced by the Turks, and adopted in the Deccan too, introduced.
changes in the powers of revenue collection and administration, affecting military service.
holders, administrators, village headmen and the priestly clans, the office holders came to be.
called inamdars, watandars, iqtadars, deshmukhs-desais, and later as jagirdars, during the.
Mughal rule..
.
Although some of the earlier intermediaries who had lost their posts regained them during the.
later part of the Turk rule, yet in this period the composition of the feudal classes in north.
India was not stable. However, this did not affect the structure of the village economy. The.
Turks introduced new techniques in the science of war. They also gave a fillip to trade,.
commerce and artisan production in the urban areas. Hence, this period saw the development.
of the productive forces in Indian society..
.
By the 17th and 18th centuries when Mughals consolidated their rule by associating with the.
Rajput chiefs and other upper caste intermediaries and the ruling groups of kingdoms.
annexed in north India and in the Deccan. This throughout the early period, though the.
Mughals monetized the collection of revenue to some extent, and also increased the.
exploitation of the peasantry, yet, they did not basically affect the social structure of the.
agrarian village economy as it had evolved over the previous centuries. It consisted of the.
intermediaries at the top of the rural structure, who were also invariably large landlords.
themselves. Often they held a post from the ruler, which gave administrative responsibilities.
and powers. These were also village chiefs and village level officials like accountants. These.
office holders and feudatories lived off the revenue collected from the peasants. They also.
controlled lands which they got tilled by either tenants or sharecroppers..
.
In some areas, they used bonded labourers from tribal or untouchable castes. Most of these.
feudal intermediaries were from the uppermost castes - Brahmins, Rajputs and even if they.
