Malvern Town Hall, Glenferrie Rd, Malvern.

Malvern Town Hall.

Location: Situated at the corner of Glenferrie Road and High Street, Malvern.

The Malvern Town Hall, situated on Glenferrie Road, Malvern, was constructed in 1886 to a design by Wilson & Beswicke, with additions in 1890 by Crouch and Wilson and internal alterations in the mid-1920s.

The Shire of Gardiner, which was proclaimed in 1871, became the Shire of Malvern in 1878. By the mid-1880s, the shire had a steadily increasing population of over 2500, prompting the council to move to construct a shire hall. During the late nineteenth century, many municipalities in Melbourne erected grand public buildings, a reflection of the civic pride and post-gold rush wealth of the era.

The Malvern Shire Hall was designed by John Beswicke of the architectural firm Wilson and Beswicke, who called for tenders for the building's construction in mid-1885. Beswicke was noted for his town hall designs, and following his work for Malvern, he designed town halls in Brighton (1886), Essendon (1886), Hawthorn (1888-9) and Dandenong (1890). The foundation stone was laid 22 September 1885 by Alfred Deakin, then the Victorian Minister of Public Works.

The Shire Hall was opened on 26 July 1886 in front of a large crowd, and celebrated that evening with a banquet attended by 400 people. The Renaissance Revival style building was described as having a 'very commanding and handsome appearance', though only one of the two planned towers had been constructed. The building comprised shire offices and hall, library, hall-keeper's quarters and court house, which was entered from High Street. In 1892, Crouch and Wilson undertook works to complete the building, raising the clock tower, and adding the second tower to the extension to the north. In 1911, Malvern became a city, and by the 1920s the Malvern City Council resolved that the existing building was no longer suitable for the needs of the municipality. Architects Hudson and Wardrop, who were responsible for the Shrine of Remembrance (H0848, 1927-34) were engaged in 1925 to design the alterations to the interior of the building, with municipal functions taking over the entire building. Opened in 1927 by the Governor of Victoria, Lord Somers, the works included new council chambers, a marble panelled foyer, the addition of a 'dignified' entrance portico and the enlarging of the town hall itself. The City of Malvern was amalgamated with the City of Prahran in 1994, and the building is now used as the Stonnington City Centre.

The Malvern Town Hall is an imposing two-storey Renaissance Revival style building comprising symmetrical facade with two-storey central portico and with French Second Empire style towers. The facade is rusticated at ground level with segmental arch headed windows and round-headed arched windows at first floor level. The clock tower and secondary tower feature mansard roofs with fish scale slates and cast iron walks. The parapet is adorned with balustrading and urns, whilst on the portico is a pediment with the City of Malvern's coat of arms. The remaining 1880s interior features include the terracotta tiled floor at the base of the timber staircase leading up to the first floor library and clocktower from Glenferrie Road and the library ceiling and fireplace. The interior dates mainly from the 1927 alterations, with 1990s office fit-out in the High Street wing. The foyer features a terrazzo floor, marble panelling, a central marble staircase, and an elaborate coffered ceiling, which is repeated in the first floor foyer. A c. 1927 war memorial statue by noted sculptor, Paul Montford, which depicts a uniformed man and a young woman with a baby is situated on the ground floor.

The northern wing of the building retains offices from the 1920s alterations: the Mayor's room, meeting rooms, dining room and council chambers. The council chambers features timber paneling, curved tiered timber gallery, timber furnishings, and an enriched vaulted ceiling. The 1927 hall has a segmented vaulted ceiling , gallery seating, and the stage has a simple proscenium adorned by the council's coat of arms. The banquet room is a smaller, simplified version of the hall, and features a small stage with proscenium and the City of Malvern coat of arms, contemporary pendant lighting and paneled plaster ceiling decorative work.

The Malvern Town Hall is historically significant as a demonstration of the civic pride and post-gold rush wealth of the late nineteenth century. It is historically significant as representation of the changes of municipal functions in Victoria in the late nineteenth century and the interwar period of the twentieth century.

The Malvern Town Hall is architecturally significant as an outstanding and relatively intact example of a grand nineteenth century town hall building, built in a Renaissance Revival style with French Second Empire style towers and interwar internal decorative schemes. The Malvern Town Hall is an outstanding example from the group of late nineteenth century town halls which were constructed across Melbourne in the post-gold rush era.

How CBC Can Help Increase Your Sales

The choice based conjoint survey has become the most preferred technique that manufacturers use every time they want to conduct research on customer preferences with regards to product features. This is a perfect tool that is used to determine what conditions and factors customers actually employ when they are making a buying decision. The idea behind conjoint analysis is to try and attain conclusive data using the different variables as valued by your consumers. Once the information is available at hand, it will then be possible to configure your product or service using the most popular features with the overall goal being creating a more attractive package that will build up your sales volumes.

First used and developed in mathematical psychology by a prominent professor from Pennsylvania University, conjoint analysis has continues to develop to the levels that we have today. CBC conjoint is actually used in different types of industries these days in a variety of business layouts. In most cases, CBC is used by businesses that have products with several flexible features in a single product. A good example would be different types of TV such as plasma, LED or LCD. There are other attributes in flat screen TVs which will include brand, color, screen size, warranty and pricing. Conjoint analysis in this case will measure the different features that have to be combined and at what price point they are going to maximize profits by making the highest number of sales.

One has to be extremely careful when they choose to do a choice based conjoint survey; this is because it is a complex and difficult marketing survey to conduct. You want to choose the CBC conjoint stimulator who has enough experience doing CBC or else you could easily end up with inconclusive data. There are also other unscrupulous companies or those that don’t have enough experience that end up producing poorly designed studies emphasizing on the importance of only one feature so that you end up making a bad decision; the importance of doing your homework in finding the right company for your conjoint analysis cannot be overemphasized.

The best news about choice based conjoint survey is that the advantages of doing a good analysis simply outweigh the disadvantages manifold. One of the biggest advantages associated with conjoint analysis is that you will have a real idea with regards to the psychological tradeoffs that consumers have when they are assessing different product attributes. With the data that you avail, you will have the best reasons that drive customers to choose a particular product over another. When this analysis is constructed correctly, CBC conjoint becomes the right tool to help your company create their unique pathway to profitability.

Portland’s homeless struggle to get off the streets despite increase in shelters...RVs, broken down cars, piles of metal and makeshift huts line one side of Northeast 33rd Drive. Dead rats are pressed into the pavement after being run over by the constant rush of cars. This is where dozens of people have called home for years, and they can’t seem to find a way out.

“We were supposed to be here for three weeks and it’s been six years,” said Shelby Ryan while reorganizing the piles of metal she’ll later sell for grocery money. She just celebrated her 60th birthday on Halloween.

“I’m not used to being on the street," she continued. "I don’t want to be on the street. I’m used to my five-bedroom house and my two bathrooms and my two and a half acres.”

Ryan became homeless after her husband died.

“You lose everything because you can’t think, and then you end up here,” she said, referring to the spot on side of the road that she calls her own.

Ryan’s story isn’t unique. She is one of the more than 3,000 chronically homeless people in Portland. The federal government’s definition of chronic homelessness is when a person has been homeless for more than a year and has at least one disabling condition.

Working to get people like Ryan off the street is the county’s Joint Office of Homeless Services. Last year, they helped more than 4,000 people leave homelessness. Yet the problem keeps getting worse.

Built in 1951, this Modern International-style building was constructed to serve as an elementary school for the village of Saint-Antoine-de-Tilly, replacing a previous school built a half-century prior. The school was affiliated with the adjacent Saint-Antoine-de-Tilly Catholic Parish and was operated and staffed by the Servantes du Saint-Cœur-de-Marie, or Servants of the Sacred Heart of Mary, nuns whom were later replaced by private citizens during the 1960s Quiet Revolution of Québec, which saw the secularization of many aspects of the province’s society. The building is clad in red brick with one-over-one double-hung ribbon windows, stone trim, stone surrounds at the entrance doors, a low-slope roof with wide overhanging eaves, pointed window bays at the west end of the second floor of the front facade, and a concrete base. The building is characteristic of larger educational buildings constructed in rural Québec during the middle of the 20th Century, reflecting the level of development of the region increasing with modernization and the increase in socioeconomic status of Québec’s population as a whole during the time period.

NETL’s metallurgists and materials scientists are responsible for developing affordable, high-performance alloys to enable numerous energy and industrial applications. This includes alloys with increased temperature capabilities that can enable highly efficient advanced energy systems, alloys for aerospace and defense applications, and a world leading biomedical alloy for coronary stents through a cost reimbursement agreement with an industrial partner. NETL utilizes an integrated computational materials engineering approach, which combines computational and experimental methods for translating materials science concepts into practical technologies. Key to this strategy are targeted experiments that evaluate performance in realistic service conditions and demonstrate manufacturing at scales and by methods that readily translate to industrial practice. NETL conducts research into a wide range of alloys including aluminum, high-conductivity copper, steels, superalloys, refractory alloys, and high-entropy alloys. NETL’s alloy development capability is anchored by its substantial ingot metallurgy manufacturing facilities (vacuum induction melting, vacuum arc remelting, and electro-slag remelting capabilities) that are unique within the national laboratory complex and the nation. Current research is focusing on affordable alloys and materials with improved resistance to hydrogen to enhance the safety, reliability and resiliency of hydrogen production from carbonaceous sources with carbon capture, transport in pipelines, and large-scale storage, as well as the utilization of hydrogen for power generation.

Materials Performance: Corrosion & Oxidation, Hydrogen Resistance

Corrosion, oxidation and hydrogen embrittlement have caused catastrophic failures of metallic components in many applications. Understanding a material’s response to environmental factors is critical for improving the reliability of systems and developing new corrosion resistant alloys and corrosion protection strategies. The Corrosion and Electrochemistry Lab (CEL) and related facilities are used to quantify and understand materials degradation in extreme service conditions. CEL has electronic potentiostats/galvanostatsmeters for conducting electrochemical experiments to measure corrosion rates using different electrochemical methods, for predicting susceptibility to pitting corrosion by determining pitting potential, and for determining conditions for corrosion protection. NETL also has test beds for assessing corrosion and oxidation at elevated temperatures and pressures. Current research focuses on materials performance in hydrogen environments; hydrogen-containing fuels and hydrogen combustion products; assessing materials, coatings and liners; and electrochemical sensor performance for applications in natural gas, hydrogen and CO2 pipelines.

Materials Performance: Mechanical Behavior

Scientists and engineers utilize the Mechanical Testing Laboratory to determine the mechanical behavior and performance of advanced materials under temperatures and pressures commonly associated with fossil energy systems. The focus of this work is to develop novel materials with enhanced performance characteristics. The laboratory is equipped to test a material’s ability to withstand cyclical mechanical loads for many cycles and resulting crack growth behavior of materials at temperatures up to 1200° C. The laboratory has the capability to evaluate a material’s ability to withstand mechanical loads for long periods of time at temperatures up to 1100 °C. Additionally, the lab can test a material’s compressive and tensile strength—the resistance to breaking under tension—from room temperature to 1200 °C, as well as impact testing and hot-hardness testing.

Natural disasters are expected to increase in both number and severity as a result of climate change. Many places lack the resources and institutional capacity for disaster prevention, preparedness, response, and recovery. As a result, climate-related natural disasters can act as a threat multiplier, undermining the stability of nations and regions and exacerbating insecurity. Recognizing this, the U.S. Department of Defense, U.S. Department of State, U.S. Agency for International Development, and their partners are working to strengthen U.S. responses to climate change through increased collaboration and coordination.

Join us for a discussion of whole-of-government interventions to reduce climate change vulnerability. Where are there opportunities to increase collaboration across U.S. agencies? What role can disaster risk management play in building stability? What are the barriers to strengthening disaster risk management? How can U.S. agencies work better with one another and with international partners?

This event is co-sponsored by the Jackson Foundation.
