“Senhora Presidente,
Obrigada.”

Madam President,
I thank the Deputy Joint Special Envoy on the Situation in Syria , Mr Jean-Marie Guéhenno, for his briefing. I also express my delegation`s appreciation for this valuable opportunity to continue our dialogue with the members of the Commission of Inquiry led by Professor Paulo Sergio Pinheiro.
Brazil is deeply concerned by the escalation of violence in Syria , the brunt of which is borne by defenseless civilians, including women and children. The number of victims continues to rise and the humanitarian situation is increasingly dire.
Brazil has supported all Special Sessions on Syria convened by this Council since April 2011; we have also voted in favour of resolutions both in Geneva and at the UN General Assembly, last November. Today, we reiterate yet again our firm condemnation of violence.
The situation is alarming not only because of the mounting casualties but also because we all know that there is no military solution to the crisis. As we reiterate our full support to the Joint Special Envoy and his Six-point Plan, we join Mr Annan`s call for all parties to effectively and immediately abide by the Plan, before the crisis spirals out of control. Insecurity is already hindering the work of UNSMIS observers, a situation we deplore.
As we have said before, the Syrian Government bears the primary responsibility for protecting civilians and creating the conditions for violence to stop, thus allowing the beginning of an inclusive, Syrian-led political process aimed at democratically and effectively addressing the legitimate aspirations of the Syrian people.
My delegation reiterates its call on the international community to remain behind the Annan Plan.
We encourage the diplomatic initiatives currently being discussed, such as a meeting to take place on June 30th, which should involve all relevant actors and create an inclusive framework leading to tangible and urgent solutions to the Syrian crisis.
Madam President,
We acknowledge that the Syrian Government has allowed Professor Paulo Sérgio Pinheiro to visit the country. We look forward to further cooperation, so that the Commission of Inquiry can fulfill its mandate.
Brazil thanks the Commission of Inquiry for its work. Professor Pinheiro`s oral update is an alarming reminder and a powerful incentive for us all to redouble our collective and individual efforts in favour of peace now.
Thank you.
