AFSPA was first imposed in the North East in Nagaland in 1953 -the 1958 version came later, and soon this Act embraced whole districts all overthe North East The North East has witnessed several historic movements against the systematic discrimination, economic deprivation and state terror,before and after Indian independence. During colonial rule, the entire rice production of the valleys ofManipurwas exportedI causing severe shortagesin the local market-the all-women Nupilan Movement was launched against this exploitation. The Nagamovement for Human Rights has alongand brave history ofstruggle. In the infamousOinam Massacre in 1987,the Assam Rifles personnel,as part of "Operation Bluebird",mowed downVIllagers, killing people including women and babies. Activists who protested were jailed and tortured, but the repression sparked off massive protestmovements.In the Heirangoithong Massacre (1984)~ 13 spectators ofavolley ball match were arbitrarily kirled by the CRPF; in the RMC Massacre(1996),9civilians including a medical student were killed inside the hospital premise by the CRPF..
