._.__........._.....,.ofthe Reservation Process! Reject the Politics of Mischief and Misinformationll ., Ensuring asocially Jpst and lnclusiv~ campus has been one of JNUSU's key concerns and we have been vigilantly pursuing demands ~h.at would e~surethat s.tudents from depnved and ?ackward categories are able to avail of the academic facilities that JNU provides. Whether 1t ts reservations, financt~l ~sslstanceoractipn agamst caste-based discrimination or recognition of Madarsa certificates, JNUSU has pursued all these matters at all avaDable platforms. . A.s the.student ~mmunityi~ well~~.~· last month JNUSU had launched ahunger strike for asocially just and inclusive campus and for .
admmtstrauve.neutrahty along With other cnttcaJ Issues o_f the C~a~erof Demands. One of JNUSU's main demands was Implementation of 27% .
ng academicsess1on ttself(after t~e hurdles in itsway was finally cleared by the Supreme Court.
?BC reservatiOns at one go from the ~ml.
1tse10. It was through a8-day hungerstnke and aforceful defense of reservations against dilly-dallying tac0~3 by the anti-reservation forces (who even tried to undo an earlier AC agreement) in the AC, that the Academic Council on April 30 decided that 27% reservation .
would be Implemented at one go from the coming academic session. Also, while deprivation points for the backward caste category were removed, the other existing deprivation JtOints based on region and gender were retained and clear guidelines were .
Jafd out for implementation of27%reservation In such amanner that tlte general/open seats remain at last year's level. All this has .
been reported to the student community Immediately after the AC meeting. Itis therefore highly unfortunate that aparticular organization isspreading confusionand misinformation regarding Implementation of OBC reservationsin JNU with aclearly motivated intent. We would once again like to clarify the facts: The93rd Amendment, that is, the Central Educational Institutions (Reservations in Admission}Act, 2006, notified in January 2007 and subsequently upheld by the Supreme Court on Aril1 02008, categorically states the following .
regarding seat Increase concomitant with OBC reservations: "Every educational institution shall, with the priorapproval ofthe appro-.
priate authority, Increase the number ofseats In abranch ofstudy orfaculty over and above Its annual permittedstrength so that .
the number ofseats excluding those reserved for the persons belonging to theScheduled Castes, the Scheduled Tribes and Other .
Backward Castes, Is notJess than the numberofsuch seats available for the academic session Immediatelypreceding the date of the comingIntoforce ofthis Act."Also, the HRD Ministry memorandum allows each institution the freedom to decide its admission rules so .
long as these broad guidelines are adhered to. Clearly, the mandate of the Act is to ensure that no general/open category seats are diminished while Implementing OBC reservations. In JNU's case, given that OBC students are coming to around 20%of the total seats through an existingalternative affirmative action scheme of deprivation points, the present AC decision on the package of 27% OBC reservations with seat .
· Increase Is therefore In keeping with the Central Act. Let us remind this particular organization that this is the scheme which was ironed out even with their approval during last year's AC meeting as well. The organization in qupstion claims that 'the previous JNUSU had forced the administration at an AC meeting held last year to agree principally to 27% OBC reservations and 54% seat increase. This Is acomplete falsity and we challenge them to produce asingle .
documentto substantiate their claim. The very same organization, which showed atoken presence durin~.JNUSU's hunger strike, brought .
out aposter with lastyear's AC meeting resolutions. Would the organization bother to show us where in the same poster publicized by none .
but themis there anymention of54% seat Increase, which they are now trumpeting as their achievement' In last year'sAC meeting? .
l .
The motivated mischief by this organization becomes more clear from the divergent claims they have made: In aposter ofMay9, 2008 .
they claim that at the AC meeting last year had agreed to 27% OBC reservations at one go, even though the 54% seat increase could be .
staggeredoverthree years. 10 days later In aleaflet on May 19,2008, they tell the student community thattheAC meetlnglastyearhad agreed .
to 27% OBC reservations and 54% seat increase at one go. The fact of the matter is that this organization In sheer desperation is .
.
cooking up anew fiction every day to parade their non-existent ..achievements" and slander the present JNUSU. .
Let us also note their sordid motives of floating the proposal of 27% reservation at one go,and the possible staggered 54% Increase in seats. Firstly, this islegally untenable as the existing Act clearly ensures that the number of open/general seats is not reduced. Clear1y, if there .
is a staggered increase of seats, it would automatically mean staggering of 27%OBC reservation as well. This would mean that only 9% OBC students would come to JNU In the first year of Implementation, and 18% In the second year, which is a clear comedown from the current Intake of OBC students which is around 20%in the campus. Under the coveroftheirnewlydiscovered .
formula, ;t is anybody's guess wryo this organization is trying to serve. .
After the April30 2008 AC meeting, when the JNU studt1nt community under the leadership ofJNUSU won two significant policy victories .
on OBC reservations and recognition of Madarsa certificates, this organization went absolutely silent. There was not even aword of congratu-lations to the JNU student community for these significant achievements towards democratizing JNU's admission process. Why were so .
reluctant to welcome these advances? Suddenly after 10days they contrive aposter with spurious claimsto slander JNUSU underthe garb of .
seeking clarifications from JNUsu·. JNUSU advises this organization to desist from mischief mongeri!J.9 with all too obvious motives. Proper Implementation of reservation under the present scheme requires utmost vigilance and monitoring so that 27% reserva-.
tion Is actually implemented and not scuttled through various loopholes. Also, many OBCstudents make Itto the merit list-without deprivation .
points, and JNUSU has consistently maintained that such seats should notbe lumped along with OBC seats, and rather should be counted as .
general seats, In keeping with the spirit ofreservation. In this connection, JNUSU has demanded information from the administration on the exact· , .
numberof JNU admissions for 2007..()8, along.with the relevant break-up. The struggle for social justice and an inclusive campus is avery crucial one, and requires aunited effort from the JNU student community. Attempts to throw unfounded and motivated allegations at the JNUSU, and spread confusion among the student community will only serve to strengthen the regressive forces. We appeal to the student community to rally with JNUSU in arr the struggles ahead. .
