Note: The certification process for some of the contracting assistance programs differ from the general approach depicted above. For example, the Women-Owned Small Business program allows approved third-party certifiers to review applications and make eligibility determinations, subject to SBA oversight. See, e.g., 13 C.F.R. ยงยง 127.350-356. The 8(a) program also includes a secondary review of the certification decision for applicants.
