In early 2002, I picked up a travel catalogue while waiting for a friend and was surprised to see a joint advertisement by Swissair and Sabena Belgian World Airlines. Surprising because by the time this travel brochure was released, both Swissair and Sabena had already grounded their fleet and gone bankrupt in October and November 2001.
Several times I tossed out the magazine to the recycling box but each time I rescued it again just because of this ad.
Back in 1995, Swissair embarked on a major international invesment plan and bought a 49% stake in Belgium's flag carrier Sabena in 1995. The love affair between Swissair and Sabena turned out fatal, to both, however. When air travel fell off the cliff after September 11, Swissair no longer had the cash to service its Swiss Franc (CHF) 12.5-billion debt and grounded all flights on 2001-10-02, stranding thousands of passengers. Sabena also became bankrupt one month later in November 2001.
Sabena, by the way, stands for Société Anonyme Belge d'Exploitation de la Navigation Aérienne, or the Belgian Aerial Navigation Development Company Limited.

Banda Aceh, (Analisa). Gubernur Aceh, Zaini Abdullah, mempersilakan masyarakat dalam dan luar negeri untuk berinvetasi di provinsi ini karena Aceh sangat aman dan nyaman untuk itu.
“Kami terus mengupayakan agar investasi, baik dari dalam maupun luar negeri, dapat masuk ke Aceh. Namun, terkadang pemberitaan yang menyesatkan tentang Aceh menghambat upaya tersebut,” katanya saat membuka kegiatan Promosi Investasi Aceh (Aceh Invesment Promotion/AIP) di Banda Aceh, Selasa (20/5).
Gubernur mengatakan, dalam lima tahun terakhir, kinerja ekonomi Aceh sangat baik. Pada 2013, realisasi investasi di Aceh mencapai Rp5,2 triliun. Kemudian, pada triwulan I-2014, realisasinya mencapai senilai Rp1,5 triliun dan menempati peringkat keenam realisasi investasi penanaman modal dalam negeri (PMDN) di Indonesia.
Namun, tambahnya, saat ini timbul berbagai kekeliruan yang berkembang sehingga memberi kesan kepada masyarakat di luar Aceh dan luar negeri bahwa Aceh tidak aman dan tidak kondusif bagi pelaku bisnis dan investasi.
“Isu yang paling santer diberitakan di antaranya soal penerapan syariat Islam yang dianggap membelenggu HAM dan masalah keamanan yang tidak kondusif bagi dunia bisnis,” katanya.
Padahal, jelasnya, penerapan syariat Islam di seluruh Aceh berjalan baik dan sesuai dengan budaya dan adat-istiadat. Penerapan syariat Islam juga diberlakukan bagi muslim, bukan nonmuslim.
“Bahkan, masyarakat Aceh sangat menghormati dan melindungi hak-hak nonmuslim dalam menjalankan ibadahnya sesuai agama masing-masing. Namun, masyarakat Aceh mengharapkan tamu-tamu yang datang bisa menjunjung tinggi dan menghormati adat dan budaya masyarakat Aceh,” ujarnya.
Soal Keamanan
Menyangkut masalah keamanan, Zaini Abdullah sudah berulangkali menyatakan, Aceh merupakan tujuan investasi yang aman dan nyaman. Dalam AIP, hadir para pelaku bisnis yang sudah lama berinvestasi di Aceh.
“Kita akan mendengar pengalaman mereka nanti,” tuturnya.
Apalagi, katanya, dalam sebuah forum investasi di Jakarta, April 2014, Kasad Jenderal Budiman, pernah mengatakan bahwa Aceh aman dan stabil.
Namun, yang berperan penting dalam melindungi pelaku bisnis dari luar Aceh, yaitu pemprov dan pemkab/pemko. Sehingga, pemerintah harus mengatasi jika ada gangguan yang mengusik mereka.
“Saya selaku kepala pemerintahan Aceh, sekali lagi menegaskan, kami bertekad kuat melindungi kemanan para investor, baik domestik maupun asing yang menjalankan bisnisnya di Aceh,” tegasnya.
Dalam kesempatan itu, Zaini juga menyampaikan berbagai upaya sudah dilakukan untuk mendukung dan mewujudkan percepatan investasi di Aceh. Adapun fokus utamanya adalah investasi yang menciptakan lapangan kerja yang dapat mendorong pertumbuhan ekonomi hingga berdampak pada peningkatan kesejahteraan masyarakat Aceh.
Pemerintah Aceh melakukan beberapa langkah percepatan, di antaranya, penyeusunan rencana detail proyek investasi dan mendorong pergeseran fokus investasi dari sektor primer ke sektor sekunder dan tersier yang memiliki nilai tambah lebih besar.
Selanjutnya, mengembangkan kawasan industri dan kawasan perhatian investasi sangat strategis guna mempercepat pertumbuhan investasi. Lalu, pengembangan koridor ekonomi melalui konektivitas hulu-hilir yang menghubungkan sentra-sentra produksi.
“Penyelesaian enam ruas jalan pedalaman Aceh yang kami usahakan dapat selesai dalam tiga tahun ke depan menjadi salah satu prioritas kami,” tambahnya.
Pemerintah Aceh juga mengupayakan perbaikan iklim investasi melalui penyempurnaan peraturan dan kebijakan.
“Saat ini kami telah menyelesaikan rencana umum modal melalui Pergub No 17/2012, dan penyelesaian Pergub tentang insentif penanaman modal,” ujarnya.
Sementara itu, Kepala Badan Investasi dan Promosi Aceh, Ir Iskandar MSc, dalam sambutannya mengatakan, tujuan AIP adalah untuk perkembangan perekonomian di Aceh ke depan.
Selain acara forum bisnis, dalam acara ini juga digelar pameran berbagai produk yang ada di beberapa daerah di Aceh, ujar Iskandar.
