A framework and a set of rules make sure the area doesn't lose it's history and current qualities, offers plenty of variety within a basic structure and makes new history. A 10% rule will ensure that the area will have plenty of parking space, green spots, and will keep (at least) 10% of it's previous functions.

The second round of negotiations on the framework agreement for the increased rotational presence of American troops and equipment in the Philippines began in Washington, D.C. on Thursday, 29 August 2013. The 29th Conference of the Parties (COP29), hosted by Azerbaijan in Baku, took place from 18 to 20 November 2024.
