In the wake of the Oslo terrorist attack in July 2011 there was an enormous gathering outside City Hall, numbering around 200,000 people - a third of the city. Originally conceived as a... can't think of an English word at the moment, but a procession with torches, it was changed into flowers instead. So many people turned up that the procession had to be dropped - the whole route was full of people, so essentially the procession had already arrived. People were encouraged to leave their roses all over the city afterwards.
