NAPA, Calif. — A construction worker carries lumber through a set of box culverts under construction along Napa Creek here, Jan. 18, 2012. The culverts – tunnels large enough for a car to drive through – will channel flood water from the creek more quickly to the Napa River and way from homes and businesses. The $14.8 million project, funded by the American Recovery and Reinvestment Act of 2009, is a joint effort of the U.S. Army Corps of Engineers Sacramento District, the city of Napa and the Napa Flood Control and Water Conservation District to reduce flood risk for the city. More than 80 second grade students from Cortez Elementary, a math and science magnet school in Pomona, Calif., took a field trip to Prado Dam May 16. The tour included a nearly two-mile trek through the flood control basin up to the dam's 627-foot control tower. William Kramer, a dam operator with the district assigned to Prado Dam, shows students the gate controls during a portion of the field trip.

Authorized in the Flood Control Act of 1946, construction on Gathright Dam began in 1974 and completed in 1979. The dam sits about 20 miles upstream from Covington, Va., on the Jackson River in Alleghany County, Va. The dam is a rolled rock fill embankment with a compacted earthen clay core, outlet works and an emergency spillway located at the right abutment. The embankment is 1,310 feet long with a height of 257 feet. The width is 32 feet at the top of the dam with a maximum width of 1000 feet at its base.

The F-4 Channel, a rectangular concrete channel located southwest of the Las Vegas Beltway, was built as part of the Tropicana and Flamingo Washes Project in 2007. Heavy rains in the vicinity of the channel caused ponding adjacent to the access road that resulted in the failure of one wall panel and damage to an adjacent panel Sept. 8, 2014. Repair work is being performed under Public Law 84-99, as an emergency response to a natural disaster.

The U. S. Army Corps of Engineers Sacramento District is monitoring flood control projects in the Sacramento region as a series of rainstorms continue to heavily hit the northern California region. Construction of the Feather River setback levee began in 2008. It was completed in October 2009 by the Sacramento District, the Three Rivers Levee Improvement Authority and Teichert Construction. Levee maintenance and repair is the responsibility of local agencies. The Sacramento District continues to coordinate with the California Department of Water Resources and is ready to respond to flood emergencies if the state requests federal assistance. —guess Ed the Disappearer was in a hurry....

Google Maps actually shows a marker in front of John B. Robert Dam named "Pinkmans Pickup Location."

Okay, for those who don't know: This place (on a w i d e view from across the street) is a famous location from Breaking Bad, Better Call Saul, and (tangentially) El Camino: A Breaking Bad Movie. Sadly, the two pathetic cottonwoods at street level, where Ed would pick you up to escape your old life, are now gone.

This is near the top of the baffled spillway – that's what all those standing concrete structures are: baffles for water flow. Though nobody recalls water ever getting to the point of raging over the top to be baffled. Actually you're unlikely to see water anywhere around here.

On the other side is a spillway-long, maybe 40-ft wide concrete platform that neighborhood kids love to ride bikes on, and where folk congregate on summer nights to play & watch sunsets. Beyond that is massive Bear Canyon Arroyo Open Space, a valley really, where rain channels off the Sandias to a culvert on the southwest corner into the City's flood diversion system.

This Stormwater Quality Structure in Hahn Arroyo basically filters trash and debris out of stormwater flows, as well as diverting irrigation to landscaping along adjacent Paseo del Nordeste Trail.

An arroyo is a water-carved gully or channel. Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) lines them with shotcrete.

My pic of the entire Structure is here. Or, if you want to see what it looks like right now, here's the livecam set up by AMAFCA.

I don't know who annotated Gov. Mechem's speech, but voting rights for women passed. There's some immigrant bashing/racism on the second page, as you could probably predict from that date...or by a Republican today. Asians aren't named, but they're the ones targeted.

Message of Hon. Merritt C. Mechem, Governor of New Mexico to the Fifth Legislative Assembly.

Santa Fe, New Mexico,

January 12, 1921.

Merritt Cramer Mechem (10 October 1870 – 24 May 1946) was a territorial Supreme Court justice and fifth Governor of New Mexico.

Mechem was born in Ottawa, Franklin County, Kansas to Homer C. Mechem and Martha (Davenport) Mechem. He graduated from public school in Kansas and attended the University of Kansas and Ottawa University in Ottawa, Kansas. He was admitted to the bar in 1893. [1] After practicing law in Fort Smith, Arkansas for ten years, he moved his law practice to Tucumcari, New Mexico at the age of thirty-two in 1903.

Mechem was appointed by Governor Otero as the district attorney for Quay and Guadalupe Counties of New Mexico, a position he held from 1905 to 1909, being reappointed by Governor Hagerman. He also served as a member of the New Mexico Territorial Council from 1909 to 1911. In 1909 President Taft appointed him a justice on the New Mexico Territorial Supreme Court where he served until 1911. Thereafter he served as a district judge for the Seventh Judicial District in Socorro until1920, being twice re-elected.

On the twelfth of February, 1910, in Santa Fe, Judge Mechem was married to Miss Eleanor Frances O’Hara,[2] a native of Chicago, Illinois.

In September 1917 in a famous attempt to silence the press Judge Mechem convicted the editor of the New Mexican of criminal contempt for publishing a story about the judge’s affidavit in a separate libel case against the newspaper. The contempt conviction was speedily reversed, but the underlying libel case was not dismissed until October1919.[3]

In 1920 he became the Republican candidate for governor and won by the largest percentage vote of any previous New Mexico gubernatorial election. He decided not to run for a second term.

In 1923 he opened his law practice in Albuquerque which he maintained until his death. His law offices were in the First National Bank building where he later associated with another former governor, Arthur T. Hannett. He served a term as president of the state bar association, and was a ranking Mason, an affiliate of the Scottish Rite bodies and holder of the thirty-second degree of the Scottish Rite at Santa Fe. He was also a member of the Benevolent and Protective Order of Elks, Sons of the American Revolution, the American Bar Association, and the Albuquerque Lawyers Club.
