નવી દિલ્હી,14 ડિસેમ્બર 2019 શનિવાર

15 ડિસેમ્બરથી NHAIનાં તમામ ટોલ પ્લાઝા પર ફાસ્ટેગ(Fastag) દ્વારા ચુકવણીની સુવિધા શરૂ થઇ રહી છે.પરંતું તે અમલી થાય તેનાં એક દિવસ પહેલા જ સરકારે મોટો યુ ટર્ન લીધો છે.માર્ગ,પરિવહન અને રાજમાર્ગ મંત્રાલયનું કહેવું છે કે દેશનાં ઓછામાં ઓછા 75 ટકા ટોન લેન પર ઇલેક્ટ્રોનિક રીતે ટોલ કલેક્સન કરવામાં આવે.

જો કે મંત્રાલયએ આ સુવિધા હંગામી ધોરણે આપી છે.આ પહેલા મંત્રાલયએ ડેડલાઇન રાખી હતી કે રાષ્ટ્રિય રાજમાર્ગો પર બનેલા દેશનાં તમામ ટોલ પ્લાઝા પર 100 ટકા ચુકવણી અનિવાર્ય રીતે ઇલેક્ટ્રોનિક ટોલ કલેક્સન દ્વારા કરવામાં આવે.

NHAIએ આ વર્ષનાં જુલાઇ મહિનામાં એક પત્ર મંત્રલાયને મોકલ્યો હતો,જેમાં ટોલ પ્લાઝાનાં તમામ ટોલ લેનને 1 ડિસેમ્બર સુધી ફાસ્ટેગ લેનમાં બદલવાનું કહ્યું હતું,મંત્રાલયનો આ નિર્ણય ટોલ પ્લાઝા પર થતા ટ્રાફિગ જામથી છુટકારો મેળવવા માટે કર્યો હતો.

આ પહેલા મંત્રાલયએ ફાસ્ટેગને લાગુ કરવાની તારીખ ડિસેમ્બર નક્કી કરી હતી.પરંતું 29 ડિસેમ્બરનાં દિવસે છેલ્લી તારીખને 15 દિવસ વધારવાનો નિર્ણય કરાયો.

ત્યાં વળી પહેલા એવો નિર્ણય કરવામાં આવ્યો હતો કે તમામ ટોલ પ્લાઝા પર હાઇબ્રિડ લેન બનાવવામાં આવશે,જેના પર મોટા વાહનો સિવાય ફાસ્ટેગ અને બીજી રીતે ચુકવણી કરવામાં આવશે.

માર્ગ અને પરીવહન વિભાગનું કહેવું છે કે આ હંગામી વ્યવસ્થા છે અને માત્ર 30 દિવસ સુંધી જ તે અમલી રહેશે.જેથી ટોલ પ્લાઝા પર કોઇ પ્રકારની અફડાતફડી ના થાય અને ગ્રાહકોને પણ પરેશાની નાં ભોગવવી પડે.સરકારનું કહેવું છે કે 15 ડિસેમ્બરથી ફાસ્ટેગ વ્યવસ્થા લાગુ થયા પહેલાથી અત્યાર સુંધી 80 ટકા ટેગ્સની વહેંચણી કરવામાં આવી છે.

આંકડા મુજબ આ વર્ષની શરૂઆતમાં નેશનલ હાઇવેઝ પર ઇલેક્ટ્રોનિક ટોલ કલેક્સન 25 ટકા જ હતું જે હવે 40 ટકા સુધી પહોચી ચુક્યું છે.ત્યાં જ NHAIનાં ટોલ પ્લાઝા પર દરરોજ ફાસ્ટેગ દ્વારા 20-25 કરોડનાં મુલ્યનાં 11 લાખ ટ્રાન્જેક્સન થાય છે.

હાઈલાઈટ્સ:- ગામના પાદરમાં જ ટોલ પ્લાઝા હોવાથી ગામવાળાઓને ખૂબ જ મુશ્કેલી

- ટોલપ્લાઝાવાળાને ટોલ માફી માટે ઘણા સમયથી અરજી કરતા હતા

- ઉચ્ચ કક્ષાએ રજૂઆત છતા કંઈ નિકાલ ન આવતા ગામવાળાએ પોતાનો રસ્તો બનાવી લીધોહેજામડીઃ કર્ણાટક મા એક ગ્રામપંચાયત ના લોકો એ રોજ રોજ ટોલ ન ભરવા માટે ટોલબુથની બાજુમાં જ એક નવો રસ્તો બનાવી નાખ્યો. આવું કર્યા પહેલા તેમણે આ બાબતે ઉચ્ચ ઓથોરિટી સુધી ફરિયાદ કરી હતી પણ કોઈ નક્કર પરિણામ ન આવતા આવું પગલું ભરવામાં આવ્યું. વાત એમ હતી કે જ્યારે FASTag નો ઉપયોગ ટોલ ટેક્સ વસૂલવા માટેના પરિવર્તનશીલ પગલા તરીકે જોવામાં આવી રહ્યો છે, ત્યારે કેટલાક લોકો હજી પણ તે સ્વીકારવા માટે સમર્થ નથી. જેના કારણે ટોલ પ્લાઝા પર સ્થાનિકો અને ટોલ કંપનીઓ વચ્ચે અવારનવાર અણબનાવનની ઘટના બની પડે છે. કર્ણાટકનો હેજમાડી ટોલ પ્લાઝા એનું તાજુ ઉદાહરણ છે. અહીં હેજમાડી ગામના રહેવાસીઓની ફરિયાદ ધ્યાને લેવામાં ન આવી તો તેઓએ ટોલ બૂથને બાયપાસ કરવા સમાંતર રસ્તો બનાવી લીધો હતો.કર્ણાટકના ઊંડુંપ્પી શહેરમાં આવેલા હેજામાડી ગામના લોકોએ ટોલથી બચવાં નવો રસ્તો બનવી કાઢ્યો છે. વાત એવી છે કે આ ગામના પાદરમા જ ટોલબુથ છે એટલે ગામના લોકોને નાછૂટકે ટોલ ભરવો પડતો હતો. ઊંડુંપી ટોલ વે પ્રાઇવેટ લિમિટેડ કંપની એ આ ગામના લોકોની ફ્રીમાં અવરજવર રોકી દીધી ત્યારે લોકોએ પંચાયતના અધ્યક્ષ પ્રનેશ હેજામાડીને ફરિયાદ કરી હતી.સરપંચ પ્રનેશએ આ ફરિયાદ ઉપરી અધિકારીઓ સામે વર્ણવી, પરંતુ ત્યાંથી કોઈ જવાબ આવ્યો નહિ. એટલે તેમણે 30 માર્ચના રોજ ટોલબુથને લાગોલગ એક નવો રસ્તો બનવી દીધો.ગામલોકોનું કહેવું છે કે અધિકારીઓએ ગામમાંથી મુસાફરોને લેવા આવતી બસને રાહત આપવાનું વચન આપ્યું હતું, જે પૂર્ણ થયું ન હતું. તેમણે ઘણી રાહ જોઈ.
