In the age of nee-liberal economic reformsJ there have been fund cuts In education resulting in cut down in the .

number of scholarships to the students to pursue their academics. As a result, students facing financial crisis are .

forced to leave their a'cademics and take jobs, thereby adversely affecting our academics. .

In order to gouge the nature and extent of the problem of financial hardships, the SFI-AISF offtce-bearers .

conducted a questionnaire surv,ey within the student community. It was on the basis of this survey that the SFI-AJSF .

led JNUSU formulated a set of demands pertaining to Increasing the amount of MCM for all students to Rs .

1500/month and increasing the income cop to Rs 1 lakh per annum. In the month of September last year, the .

students under the leadership of SFI-AISF launched a historic agitation against the Administration and compelled it .

to increase the amount of MCM to Rs 1000/month for BA/MA students and Rs 1500/month for MPhii/PhD students. .

During the course of this agitation. the JNUSU office-bearers also met the UGC Chairperson to demand more .

scholarships for all research scholars in the different Universities. .

During the tenure of JNUSU 2005-06, significant gains were made for the student community in terms of enhanced .

scholarships. This year too, the SFI-AISF led JNUSU launched an agitation demanding that the cut-off date for UGC .

scholarships for MPhii/PhD students be July 2005 and the MCM be increased to Rs 1500/month for BA/MA students .

with on income cap of Rs 1lakh per annum. While the Administration agreed in principle to make Juty 2005 as the .

cut off date for UGC scholarships, there has been no concrete decision within the UGC on the cut off date for the .

scholarship yet. Universities like DU and JMI have not suggested any cut-off date to the UGC so for. In the coming .

days there is a need to build up a massive movement Involving the research scholars of different universtttes to .

pressurize the UGC to provide UGC scholarships from July 2005. Moreover, the Govemment had announced .

20,000 MCM scholarships for students coming from the minority community. However, there has been no .

implementation of this. announcement. At the same time the Single Girl Child scholarship should also be provided .

in JNU. The SFI-AISF seeks a full manddte from the student community to build up a massive movement both inside .

and outside the campus, demanding the cut off date for UGC scholarships to be July 2005 and ensuring the .

implementation of Maulana Azad Scholarships. .

The role of other organizations on the scholarship issue has been most non-serious as exemplified by the following .

facts: .

AISA's Non-seriousness on the Issue of Scholarships: When the SFI-AISF office-bearers in JNUSU were conducting o .

questionnaire campaign for scholarships, the AISA leadership was ridiculing the effort. For an entire semester. .

there was no initiative from the AISA on this issue. They only joined the movement in September 2006, when the .

SFI-AISF had already launched an agitation. Most shamefully, the AISA with the entire spectrum of ultra-left agleed .

to the Administration's proposal of Rs 1000/ month for all students. It was only through the determination of the SFI· .

AISF that Rs1500/· was ensured for MPii/PhD students. This year too. fhe JNUSU General Secretary from AISA did not .

include the agenda of Charter of Demands for any Council Meeting. It was ihe SFI-AISF which included the .

agenda of financial assistance in the Charter of Demands by submitting a signature campaign during the UGBM. .

AISA's non-seriousness on the issue of scholarships is best exposed by AISA's pamphlet yesterday, where the AISA .

has completely dumped the issue of UGC scholarships from their future agenda for the coming year. .

. YFEJs White Lies on the Issue of Scholarships: The YFE has consistently claimed that reservations or any affirmative actions should be on the basis of economic criteria only. But the YFE was completely absent In both the agltatlons regarding financial assistance, where the only criterion was economic backwardness! Moreover, the YFE has been claiming that the CSIR has agreed to increase the amount of fellowship to Rs 14000/month from Rs 8000/month. This is nothing but a white lie. The CSIR fellowship for JRF is still Rs 8000/month, contrary to the deUberately misleading claim of the YFE. (http:/!csirhrdq.res.inlirfsrfro2.btmJ ABVP's Anti-student Role on the Scholarships Issue: The ABVP, keeping up to its track record of never participating in any students' movement in our campus, on the issue of scholarships too, did not dim it fit to mobilize the students. It has tried to de-legitimize the struggles of the JNUSU for achieving more scholarships. .

NSUI's Farcical Position on the Issue of Scholarships: Last year, when the JNUSU was on on Indefinite Hunger Strike demanding more MCM, the NSUI did not participate by stating that the amount of scholarship demanded by was too less. This time. when the JNUSU launched an agitation demanding that the cut off date for UGC scholarships should be July 2005, the NSUI organized a parallel Hunger Strike drama, which was suddenly called off. Such farcical politics only damages the students' movement. .

The SFI-AISF is the only combine which has raised and pursued the scholarship issue with consistency. We appeal to the student community to give a full mandate to the SFI-AISF for fulfilling the agenda of more scholarships to the students of our University. .
