A U.S. Park Police helicopter circled low and slow over the stage area on the National Mall in Washington, D.C. during the immigrant rights rally of April 10, 2006.
The helicopter, often airborne during large protests and to escort certain motorcades, has a camera system mounted under its nose.
A couple of years ago lawyers FOIAd flight records to acertain the purpose of its use during demonstrations and its cost and to establish whether the use was legal, justified and not a waste of resources. Around that time, accusations had also been made that helicopter flights during demonstrations from either the Park Police, Metropolitan Police or Homeland Security, served some role in either purposefully or latently disrupting cell phone service in a localized area. Indeed, during this craft's lowest and and most "obnoxious" (in terms of disruption to events on the ground) orbits on this particular day, I overheard people begin to complain about their cell service and found my attempts to call people repeatedly dropped or not connecting at all (9 or 10 of a dozen tries). Just an anecdotal experience, though -- perhaps a coincidence.
