Summary/Abstract: Andrew Jackson is roasted over the fires of 'Public Opinion' by the figure of Justice in a cartoon relating to the controversy surrounding Jackson's removal of federal deposits from the Bank of the United States. Jackson, with the body of a pig, is prone on a gridiron over a stone barbecue oven. The fire is stoked by former Secretary of the Treasury William Duane, at lower right, while Jack Downing, lower left, splits kindling. Jack Downing: 'I jest split a little kindleying wood, so Amos can jest make Broth for all hands &c.' Duane: 'I am opposed to Removing the Deposits, as I was when I was Secretary, but prefer gently Stirring them up.' Five men, opponents of Jackson's bank program, stand behind the barbecue. They are (from left to right) Senators Henry Clay, Daniel Webster (holding a knife), William B. Preston, Bank president Nicholas Biddle, and an unidentified fifth man. Vice-President Martin Van Buren, as an imp, flies off to the right with a sack of Treasury Notes over his shoulder. Clay: 'Dan this is what they call in Kentuc our High Game to their Low Jack.' Webster: 'In Massachusetts they call it Roasting.' Preston: 'In South Carolina t'is called Barbecue only he wants a little more Basteing.' Biddle: 'In Pennsylvania we find it difficult to find a home for the animal but have concluded to call him Nondescript pertaking of the General, Hog, Man and Devil.' Fifth man: 'We think he pertakes strongly of the Rooter, for he has rooted our treasures all over the country and was squeeling for the Pension-fund when Clay caught him and put a ring in his nose, and we've all given it a twist.' Van Buren: 'T'is my business to get folks in trouble and their business to get themselves out.'

Summary/Abstract: Satire on the public conflict between Andrew Jackson and Nicholas Biddle over the future of the Bank of the United States, and the former's campaign to destroy it. The print is sympathetic to Jackson, portraying him as the champion of the common man against the moneyed interests of the Bank. In the center Biddle (left) and Jackson square off. An obese woman, Mother Bank, holding a bottle of port stands beside Biddle. Behind her are Biddle supporters Daniel Webster and Henry Clay.

Several long and severe rounds were fought, and from the immense sums bet, many of the fancy were losers to a large amount Old Mother B. is said to have backed her champion to the tune of more than $150,000--Nick's weight of metal was superior as well as his science, but neither were sufficient for the pluck and wind of Hickory, who shewed his through training and sound condition so effectually that in the last round Nick was unable to come to time and gave in.

Treasury-type functions before self-government
A history of the Department of Treasury and Finance and its predecessors can be found in Heather Felton’s excellent book, From Commissariat to Treasury – the story of the Tasmanian Department of Treasury and Finance 1804 to 2004. This book was published by Treasury in 2004 to celebrate 200 years of the Treasury functions in Tasmania.
From that book, and other sources, we have compiled a list of Tasmanian Treasurers since self-government and a list of those persons occupying positions which are more broadly equivalent to the role of the current Secretary.
As would be expected, the functions of Treasury today are vastly different from the tasks undertaken when Bowen and Collins landed in Tasmania in 1803 and 1804 respectively. A brief description of the various positions, taken from Felton, is outlined below.
Commissariat
The Commissariat was responsible for procuring and distributing food, equipment and other supplies, such as seeds and farm animals. The Head of the Commissariat was also the settlement’s financial manager and accountant. The occupant also controlled the flow of British money into, and out of, the colony. He also provided the earliest banking services, advised the Lieutenant-Governor on economic policy and, in the early years, allocated building materials and managed government property.
Naval Officer
The main role of the Naval Officer was to collect customs, port fees and other revenue.
Treasurer of the Police Fund
The Police Fund was established by Governor Macquarie in 1810 and its main purpose was to establish a police force. It was also used to pay the salaries and expenses of other locally appointed officials.
Colonial Treasurer
Mr Jocelyn Thomas was appointed the first Colonial Treasurer with effect from 11 October 1824.
One of the recommendations of an inquiry conducted by John Bigge in 1821 was for the colony’s financial functions to be consolidated in a central treasury department. As a consequence, the Collector of Internal Revenue and the Inspector of Distilleries and Breweries became responsible to the Colonial Treasurer.
Following the adoption of the 1828 Constitution, Mr Thomas became an ex-officio member of the Legislative Council (8 August 1829). From that time to the introduction of responsible government in 1856, the Colonial Treasurer and the Colonial Secretary were the two public officials that had both executive and legislative advisory roles. This was in addition to their administrative responsibility of as a head of a department.
