Besondere Aktualität erfährt der Vortrag durch das 2013 erschienene Weißbuch zur den Cyberattacken dargelegt wird Verteidigungspolitik, worin in großen Linien u. a. die Haltung Frankreichs zur Personalstärke der Armee, zu den Verteidigungskosten, zur Ausrüstung, zur atomaren Strategie, zum Terrorismus und zu.
Frédéric Joureau war von 1995–2005 Rüstungsexperte beim französischen Verteidigungsministerium, durchlief eine Offiziersausbildung, war Rüstungsattaché an der französischen Botschaft in Washington, wechselte 2005 in den Auswärtigen Dienst und wurde 2009 erster Botschaftsrat in Helsinki. Danach übernahm er die Aufgabe des französischen Generalkonsuls im Saarland.
Mit Frédéric Joureau haben wir einen ausgewiesenen Kenner französischer Außen- und Sicherheitspolitik gewinnen können, dessen Ausführungen einen tieferen Einblick in das sicherheitspolitische Denken unseres Nachbarn erwarten lassen.
