The Crenshaw gym's scoreboard is "strobed" -- so all of it is never actually illuminated at the same moment in time. (The persistence of vision in the human eye makes it seem as if it's all "on"). In order to appear "all on" to the camera, it must be photographed with a quite slow shutter speed (1/50 second).
Because the scoreboard is typically photographed from all the way across the gym with a fairly long lens (in this case 135mm), some camera shake is almost always visible.
