The Shinto gods prize cleanliness very highly, which is why outdoor shoes aren't allowed indoors and is behind the ritual bathing and suchlike. As such, before praying at a Shinto shrine, you should go to one of these troughs, use the cup to wash each hand and then your mouth. You're then clean enough to pray.
The god for a shrine can be floating around anywhere in the shrine area, so when you go to pray, you need to get the attention of the god first, so you ring the bell and clap your hands twice to get its attention (and give a donation of money of course).
Anyway, the troughs tend to look very nice and this is one of them.

Sant Nirankari Charitable Foundation undertook a cleanliness drive in villages Panchi Gujran and Patti Kalyana on 08-01-2017. Both these villages are quite close to the Nirankari Spritual Complex there. Around 700 SNCF Volunteers and 300 Sewadal members in their full attire actively participated in the drive. Sister Bindiya Chhabra ji, the Executive President of Sant Nirankari Charitable Foundation was kind enough to be in the villages quite early morning at 7:30 a.m. In both the villages the sewa started after saying prayers and kind address of the Pujya Behen Ji.

With the blessings of Her Holiness Satguru Mata Sudiksha Ji Maharaj a Cleanliness Drive was held at Dr. Ram Manohar Lohia Hospital, Delhi on 30th March 2019 in which nearly 300 volunteers participated. A team of volunteers and gardeners smoothen out the branches and bushes inside the hospital premises and gave them a fresh outlook.
