The news of Meghan Markle and Prince Harry stepping back from their senior royal duties and choosing Canada as their part-time home has caused a significant amount of buzz and led to immigration experts speculating as to whether the Duke and Duchess of Sussex would qualify for permanent residence in Canada. Many news outlets have also participated in the discussion and evaluated potential pathways that could make royal immigration possible. There is the Federal Skilled Worker Program (FSWP), and also the Self-Employment Program, which could be the ideal pathway for Meghan. Harry could opt then opt for the Family reunification program. The couple can try to get a provincial nomination in British Columbia or become immigrant entrepreneurs.
The FSWP could be made to work for the royal couple if Meghan decided to create an Express Entry profile as the primary applicant. Express Entry candidates have to update their profile and then rely on the Comprehensive Ranking System (CRS) to give them an assessment score on the basis of human capital factors like education, age, work experience, and language fluency. The candidates with the highest scores are then given invitations, which enable them to apply for Canadian permanent residence via the usual Express Entry draws. The processing of applications by the Government of Canada can take up to six months. Since Meghan and Harry are married, one of them has to be the principal applicant, and then the other becomes the accompanying spouse.
Age will be an important factor in this scenario. Since Meghan Markle worked as an actor in Canada for many years, it could give her an edge. She is also well-versed in French after studying it for six years. French language proficiency and Canadian work experience could increase Meghan’s score. However, precise details have to be known in order to estimate the exact score.
Alberta in its latest draw which was held on August 15 saw a total of 121 Notifications of Interest (NOIs) being issued to candidates of Express Entry Stream. It was the second draw held in August. This time the draw saw a higher CRS cut-off, but nearly a quadrupled the number of invitations as compared to the draw held on August 7. The earlier draw issued 35 invitations to candidates with Express Entry CRS scores as low as 352.
The draw was held through the Express-Entry based provincial nomination stream, which allows the province to search the federal Express Entry system for candidates who meet the stream’s eligibility criteria.
The Alberta Express Entry Stream was created last year and since then it has already issued around 5,503 invitations through 28 draws. To be counted for a nomination of Alberta Express Entry Stream, the primary step is to create a profile in the Federal Express Entry.
Requirements for Alberta Express Entry draw
To be eligible to receive a Notification of Interest (NOI), candidates are required to meet the following criteria:
· He/she must have an active Express Entry profile in the Federal Express Entry pool;
· Have stated an interest in immigrating permanently to the province of Alberta;
· Must be working in an occupation that supports Alberta’s economic development and diversification;
· Must have a minimum CRS score of 300 points.
Here are a few factors that can improve a candidate’s chances of receiving an NOI:
· A job offer and/or work experience in the province of Alberta
· Holds a degree from a post-secondary institution in Canada
· Has family (parent, child and/or sibling) living in Alberta
The Alberta Express Entry Stream selects EE candidates whose CRS scores are much lower than the current federal cut-off. In 4 draws held in 2019, the stream selected EE candidates with CRS scored as low as 300. Whereas, in the Federal Express Entry draws of 2019 the lowest cut off score was 438.
The province of Quebec recently revealed the details of an invitation round held on September 4, 2019, in which 32 candidates with an Arrima profile were invited.
The invitations were issued to candidates who had an Expression of Interest (EOI) profile and a valid job offer, as well as foreign nationals working as diplomats, consular officers, representatives of an intergovernmental organization such as the United Nations in Quebec.
The latest Quebec draw marked a significant drop as compared to the previous draws. The July 17 draw, which had similar eligibility requirements, issued 259 Invitations to Apply (ITA) for permanent selection.
The Quebec province came up with the Arrima system back in September 2018, in order to handle the pool of candidates under the Quebec Skilled Worker Program (QSWP). The candidates are supposed to use the Arrima when creating their Expression of Interest profile. This is then submitted in the bank of candidates who are registered in the QSWP. When the candidates create their EOI profile in Arrima, then they are issued a score based on human capital factors such as age, education information, area of training, work experience, and French proficiency. Candidates are then invited to apply for a CSQ based on either their scores or other factors such as labour shortages in the province’s regions. Once the candidate receives a CSQ, they can apply for a permanent residence through Canada’s federal immigration ministry.
A new invitation round held on September 18 invited 3,600 federal Express Entry (EE) candidates to apply for Canadian permanent residence. The Comprehensive Ranking System (CRS) score has marginally dropped by 1 point in the latest Express Entry draw as the previous draw had a cut-off score of 463. The drop in the CRS score must have made some applicants eligible for the ITA, however, applicants expecting a bigger fall in the CRS score might be disappointed with just 1 point reduction in the cut-off.
The latest draw also brings the total number of invitations to apply (ITAs) issued this year to 63,400. The September 18 draw saw a tie break which was applied by IRCC and the time stamp used as August 29, 2019, at 07:57:13 UTC, which means all the candidates with a CRS score of and above 462, and who had submitted their profile in the Express Entry pool before the above mentioned date and time, received invitations in this draw.
If you’re someone with low CRS score, then don’t be disheartened, you can still increase your points through a variety of options and most valuable of which is to obtain a provincial nomination, which will award you with an additional 600 points and increases your chances to get an ITA for Canadian permanent residence.
The candidates who received invitations in the latest Express Entry draw will get 60 days to submit their complete application for Canadian permanent residence.
