Construction on the South Tar River Greenway (Phase 3B) continues between Memorial Drive and Moye Blvd on Wednesday, November 6, 2024. The greenway extension will connect the wider greenway network to medical district, providing community access points in numerous locations.
The City’s Better Utilizing Investments to Leverage Development (BUILD) Project, funded by a grant administered by the US Department of Transportation (awarded in 2019), officially began in August 2023. The BUILD Project is comprised of four greenway and sidewalk projects, and three streetscape projects, along E & W 5th Street, Dickinson Avenue, Town Creek near Town Common, and around Moyewood and the ECU Health Campus.

Moye Boulevard Sidewalk Expansion Project (Project B) improves the multi-use corridor in the Medical District between W 5th Street and Stantonsburg Road, including sidewalk and ADA improvements, shared bicycle lane markings, and pedestrian crossing upgrades. The sidewalk expansion project began in June 2024 and has been largely completed (Thursday, November 7, 2024).

Construction of the new traffic circle on West 5th Street was recently completed while the West 5th and Pitt Street intersection was closed for the final phase of the BUILD Project along 5th Street. The 5th and Evans intersection is scheduled to be completed and reopened in July. (Wednesday, June 11, 2025).
