Most people in town, like me, saw their water go off around 6:30pm last night (it came back on 12 hours later).
I pulled out the reserves (some from the fridge, freezer, and the big blue jug)-- this is about half my supply.
The white box is a propane fired on-demand (tankless) hot water heater. They're much more energy efficient than the water heaters we mostly use in the US. This is just a backup system for the solar hot water heater, which does most of the work. The blue tank doesn't store hot water, but rather acts as a pressure reservoir -- you pump air into it occasionally, and the pressurized air keeps the water in the domestic pipes at a reasonably constant pressure, rather than relying solely on the gravity feed from the cistern, which would result in lower pressure when there's less water.
