The Designer must mantain a pressence during all phases of Construction. There will be ineveitable variations from the conceived path. Some variations will present opportunities for improvement while other obstructions will threaten the success of the project. Installing less than the specified amount of reinforcement bar in the concrete and pocketing the money is usually considered bad design practice as well as being morally objectionalble.
