These are "less lethal" rounds fired at protestors from shotguns. They contain lead pellets and green paint powder designed to mark whomever is hit. For reference, they are about the size of a shotgun shell.
According to OPD's crowd-control policy, "members shall not discharge a Direct Fired Specialty Impact Munition at a person’s head, neck, throat, face, left armpit, spine, kidneys, or groin unless deadly force would be justified.", but a friend of mine was hit in the jaw/neck with one of these.
I counted 15 of them remaining on Oak between 10th and 11th after the crowds had dispersed, along with 2-3 teargas rounds, and a couple tear gas grenades.
