These are rain drops on the sun roof taken from inside the car with lights above the car.

For the last 3 days of my 2014 vacay in NL we stayed in a very cool, 5th floor Airbnb place in Amsterdam. This was shot during the last sunset of that trip.
Compare this with my photo "Blue swirls" and others in my photostream (e.g., in my "Blur abstracts" set).
