It isn't actually called that - it's called "One Manhattan Square" and it's being built on South Street in the Lower East Side of Manhattan, just north of the Manhattan Bridge. The shot was taken from the Brooklyn Bridge, whose west tower is reflected in the lower left corner of the building's façade.
This view reminded me very much of the look of IBM punch cards, on which - and I know this dates me - I used to encode my FORTRAN programs way back in the day.
