The ABVP congratulates the Indian Parliament for passing of the "Prevention of Terrorist Activities Ordinance (POTO) in its joint session by a huge margin. It is a victory of the national aspirations of the Indian people and a crushing defeat for the politics of vote-bank and minority appeasement. The Congress once again exposed to the nation, the bankruptcy of the ideas by toeing the Communist line on POTO. The communists who are bent upon to legislate POCO in West Bengal, shamelessly .
remained glued to their sectarian agenda till the last. However, the long debates which ranged for months in the nation saw most of the partjes supporting POTO which resulted in the defeat of the blackmailing tactics of the Congress. The ABVP also congratulates parties like the Nationalist .
Congress Party, an ally of Congress and the AIADMK for rising above partisan politics and backing the bill in national interest. .
It is unfortunate to note that the opposition parties chose to oppose the bill merely for the sake of opposing the government. AH the attempts to arrive at a consensus was thwarted, so that the menace of terrorism continues unabated, and different 'secularists' political formuLations may continue to make political capital out of it. The congress which at the last moment tried to plead that the Bill be referred to select Committee, (in a clear attempt to delay the same) did not show even an iota of concern on the .
earlier occasion to come out with its own suggestions, but instead moved ahead to build unnecessary rhetorical hype. The bill which was revised after it was promulgated as POTO for the first time, in the light of the suggestions made by Supreme Court, National Law Commission and partjes like NCP, .
naturally sailed through the joint session of both the houses of the parliament. The Congress which has earlier passed such legislations in Maharashtra and Kamataka had no moral position to block a similar biU in the Rajya Sabha owing to its numerical strength. Moreover, even its ally NCP did not bothered to support its position given its rank opportunist and immoral stand. It is also paradoxical that while Congress opposed POTO, the Congress Govt. in Maharashtra actually booked one Md. Afroz under the same ordinance, only to plead before the court just on the day of the joint session of the parliament to see the lifting of the provisions of POTO from the accused. It is a cruel joke in this country that even the terrorists are being spared for the sake of political gains. .
It seems that Congress is taking its lessons in harping on contradictory positions from Communists. The Bengal CM, who is pressing every now and then in his party circle for the need of a piece of legislation called POCO, his moves are thwarted on the ground that such a move may damage its 'secularist' image. Buddhadeb Bhattacharya who along with self-prodaimed President of Pakistan, Parvez Musharaf, openly accepted that the Madrassas have become breeding ground for terrorist activities, had to eat his words, when scolded by the likes of Jyoti Basu and Harkishan Singh Surjeet, the duo who refuses to retire from the politics even at the expense of young leaders of their party .

Friends, the best rejoinders to the hypocrites opposing the bill was given by P.A. Sangma, who said in yesterday's debate, that the opposition claims that they now rule most of the states in the country, and the task of implementing the law (POTA) rests on the State Police, and since they are apprehensive of the misuse of the bill, it's better to appeal to the opposition themselves not to misuse the bill ! To sum up, it is important to note that POTO has taken into account the .
recommendations of the National Law Commission and the Supreme Court with regard to dealing with bail, confession before a police officer, interrogation (wherein the accused person's lawyer can be present) and production before a judicial authority, should set at ease those who oppose it, not in principle, but out of apprehension of its wrongful application. Moreover, the ABVP expressed its immense faith in the strength of our democratic system, which shall expose any attempt to misuse the law for the furtherance of any malafide agenda. .

Friends, 05/1 0/08 The Dravidian Movement or 'Non-Brahmin' movement in the state of Tamil Nadu during the earlier part of twentieth century is considered to be one of the progressive movements fighting against Brahminical domination and its alhed consciousness. This movement fought vehemently against age-old Brahminical 'Varnashrama Dharma' caste order and its associated social and political exploitation. Tamil society was suffering under the clutches of Brahminical domination and its chief ally landlordism for more than 2000 years. From a materialistic perspective 'Varnashrama Dharma' provided a theoretical backbone for economic, social and political exploitation of majority by minority landlord Brahmlnlcal castes. In North lndtan society the Vedic theory of Varna is realized at least to the extent that we find castes claiming so called Brahmin, Kshatriya, Vaisya and Shudra status. In South India there is no so called Kshatriya or Vaisya, so accordingly all castes are so called Brahmin, Shudra or Untouchable. In spite of various forms of protest against Brahmanism throughout the history, an organized, collective form of protest emerged during early part of twentieth century under the aegis of Justice Party. The South Indian Liberal Federa1ion, founded by Thyagaraja and T M Nair in 1916, soon came to be called the Justrce Party. Its declared aim was to strive for an improvement in the educational, economic, political and social status of the non-Brahmins in South India. Though it was said to be a "non-Brahmin" movement, essentially it was a non-Brahmin non-Dalit movement, against the Brahmin domination in various fields. Among its supporters were rich landowners and aristocracy who favoured the British colonial government. Prior to 1916 political activity in Madras Presidency was dominated by Brahmins and furthermore Brahmin dominance in the political arena was paralleled by the Brahmin dominance in the administrative arena and in university admissions. Later on Periyar merged the self-respect movement with Justice Party to form Dravida Kazhagam (DK). Then Dravida Munetra Kazhagam (DMK) under the leadership of Annadurai got separated from OK to contest in electoral politics. Social justice and lingutstic nationalism were the major planks that saw its phenomenal growth, which helped it capture power in Tamil Nadu in 1967. The two major Dravidian parties DMK and AIADMK ruling the state alternately for about five decades is a pale shadow of its former self. However .
the crrtics argue that though It facilitated the upward mobility of intermediate castes, it has not done justice to Dalits; it has not contributed to the growth of Tamil as modern language; the Tamil identity it has constructed has failed to transcend caste identities. This was exemplified during the rise of Oalit Movement and other caste-based political parties like Pattali Makkal Katchi (PMK). The main Dravidian parties in Tamil Nadu have now come to a stage where they have no hesitation in joining hands with the Hindutva forces (BJP and others) to share power at the centre. As Anand Teltumbde reminds us, in Nandigram in West Bengal, it was not just farmers who were killed by the social-fascist CPM. Rather, it was precisely landless peasantry from oppressed castes who were killed in the hands of harmad vahini and police in a feudal violence, which can also be termed as caste atrocities. And CPM has nurtured its own vigilante gang -the harmad vahini, much like the Ranveer Sena. The much touted land reforms in West Bengal have only benefitted the middle and landed peasantry from the dominant castes while the dalits and other oppressed castes continue to live at subsistence level. When CPM sees no problem in allying with the reactionary castaist AIADMK as per its electoral calculations,it merely reveals its hollow claims of fighting against caste. Some others, even those claiming for themselves the appellation of Marxism-Leninism and the legacy of Naxalbari have also not been left too far behind. From aJlying with CPM to Nitish Kumar, to going into peace deals with Ranveer Sana, CPI(ML) Liberation has also revealed itself as a completely opportunist force committed to blunting the anger of the people against this Brahmanical and feudal system. Liberation's peace deals with the Ranveer Sena and leaving the dalit masses unarmed to face the wrath of the Ranveer Sena when it was carrying out massacres of hundreds of dalits in Bihar .

Unfortunately, the Dalit movement has also fallen prey to the Indian state's various strategies to divert the attention of the Dalit masses away from questioning the very roots of caste oppression. While on the one hand, the Indian state has co-opted a section of dalit leadership, on the other parliamentary left's betrayal of the fight against caste has also led to suspicion of Marxism amongst dalit groups. However, it is important :: to re-iterate that the two cannot and should not be seen as exclusive of each other. To annthilate caste we must strike at the root of semi-feudal relations that prevails in the society. The revolutionary experience in Andhra Pradesh and Bihar, and now in Maharasthra and many other parts of the country shows that this fight can only be fought by allying with all other oppressed groups against the dominant caste/feudal landed sections, as well as the forces of imperialist capital that is strengthening and fortifying feudalism and caste oppression, along with simultaneously fighting against the Brahmanical ideology, which leases caste an autonomous existence. And all these struggles are enriched and strengthened by the vision of Babasaheb Ambedkar. DSU firmly believes that only true homage to Ambedkar on his birth anniversary is to acknowledge the political goal of annihilating caste as the only way to democratize this feudal caste society and infuse new life in anti-caste movement linking it with all other progressive, democratic and revolutionary .

Tigers formed in 1972 was renamed as LTTE. Vilification and demonization of LTTE cannot obliterate the fact that, as Pilger reminds us, the LTTE was the product, not the cause, of an injustice and a war that long predate them. We do share the democratic opinion that condemned the killing of Rajiv Gandhi in Indian soil and of other Sinhala and Tamil political leaders in Sri Lanka. We also have our share of criticism of the ways and means of LTTE and Prabakaran. Prabakaran was a leader of the Tamil national self-determination struggle and not a communist or socialist as he claimed on some occasions. Prabakarans excessive reliance on military might and intolerance to dissent without any long term political strategy and diplomacy that could tilt the balance of forces in favour of his own ideal of Tamil Eelam was a major flaw. But these cannot justify the killings of tens of thousands of innocent Tamil masses by the Sri Lankan military offensive. .
Indias Complicity .
The Indian governments complicity with the genocide of Tamils -supplying arms, ammunitions and other logistics for the Sri Lankan government in the war against Tamils is a matter of great shame. Civil liberty and Tamil activists protesting against the Indian army convoys suspected of supplying arms to the Lankan army have been arrested and jailed in Coimbatore recently, thus muzzling dissent even in India. This incident also disproves the Indian claim of no involvement in the war against Tamils in Sri Lanka. In Tamil Nadu itself, all bourgeois parties including DMK, PMK and AIADMK, have only played politics on the corpse of thousands of Tamil masses in Sri Lanka in order to promote their own electoral prospects. Neither the Karunanidhis election stunt of fasting (in order to cover up an alliance with the same Congress Government that was busy supplying arms to Lanka.), nor the presence of dozens of Tamil ministers of various parties in the central government could stop the war. After actively and ruthlessly opposing the struggle for independent Eelam all these years, Jayalalithas sudden election time promise of Separate Tamil Eelam when Tamil people were on the run to save their lives was the biggest fraud on the people of Tamil Nadu. After the elections, even as the public humiliation by the Lankan Army of Prabakarans body was being played out on TV, Tamil Nadu Chief Minister Karunanidhi was busy bargaining for ministerial berths for his family in the Central government. As long as the fundamental issues involving the aspirations of Tamil masses in Sri Lanka are not resolved with dignity and justice, military elimination of LTTE and Prabakaran may only be a beginning of another round of newer forms of struggle for national self-determination of Tamil people in Sri Lanka. Everything has not come to an end with the elimination of LTTE, but rather a fresh chapter has only begun. Occupation, domination and discrimination will always give rise to resistance .
Anti-dalit violence in Campuses .
It is impossible not to be shocked after seeing the murderous violence against dalit students inside Dr. B.R. Ambedkar govt. Law College, by students belonging to Mukkulathor Manavar Peravai (Mukkulathor Students Forum or MKSF). .
It all started with posters being put up for the celebration of Thevar Jayanthi by MKSF, the youth wing of Thevar Peravai which mentioned the college name as Chennai Law College omitting Dr. B.R. Ambedkars name. This was objected to by many Dalit Students, mostly hostellers (149 in all). This resulted in unprecedented violence on the campus. The fact that the police personnel were present just outside the campus premises shows that they were aware of the burning issue and expected some untoward happenings. But it is shameful that the police failed to curb the violence, just as it is condemnable that the college has delayed giving permission to police to enter the campus. .
Similar violence occurred in 2002 as well. An Inquiry Committee under retired Madras High Court Judge .
K.S. Bakthavatsalam was set up. The Madras High Court issued a notice to take action against police personnel who failed to act, but even now a similar trend follows. Anyone familiar with the history of Tamil Nadu must be aware that the first massacre of Dalits in post independence India took place in Kileranamani village, Thanjavur district where more than 35 people, mostly women and children, were burnt alive by the murderers belonging to locally powerful upper caste gentry in 1969. Dalits account for 19% of states total population i.e. 1.18 crore (2001 census) and have 18% reservation. .
Such discrimination still continues. To cite an example: In Periakaapankulam village in Virclachalam taluk of Cuddalore district, Dalits were forced to bury their family members in front of their houses because upper caste Hindus hold majority of land and deprived dalits of the burial ground they had been using for several decades .

'After a legal battle that lasted two decades, the District & Sessions Court in Dharmapuri in Tamil Nadu.
announced the verdict in the case of massive atrocities and violence on the tribals in Vachathi village, by.
pronouncing 215 government officials as guilty on multifarious charges. Such a large conviction rate is rare inthe history of India's judicial system. On June 20, 1992, under the garb of search for sandalwoodsmuggling, a joint party of 108 policemen, 155 forest department personnel and 6 revenue officialsdescended on this hamlet of 665 people. From then on, the village was totally ransacked, with destructionof property, looting away the grain stock and killing off their cattle. The men in the village werephysically assaulted. But what was more gruesome was the gang rape of 18 women, including a 13-yearold girl by the men in uniform. The atrocities continued for next two days, as 133 of the villagers including90 women, 28 children and 15 men were taken into custody for alleged smuggling. In the police custody, the.
village head was insulted, the women were sexually harassed and others were further brutally assaulted. In fact,the atrocities on the women continued even while on their way to remand. For days, the village was desertedwith the people shifting to the adjacent forest in the fear offurther excesses. It took several days for this issue toeven reach the outside world, as information was suppressed following the connivance of police, forest officialsand district administration. .

The Long Struggle to Ensure Justice .
It was only following the intervention of the 1ami! Nadu Malaivaazh Makkal Sangam (Tamil Nadu Trib..1lPeoples' Association)-that held its district conference in the nearby Chitheri town on ih July-that rest of th<.:country even came to know about these gruesome atrocities. On July 21, a complaint was submitted to theTamil Nadu government on behalf of then late CPI(M) state secretary Comrade A.Nallasivan. Two factfinding teams-one of lawyers under Advocate Chamki Raj and another of CPI(M)-visited the village andcollected information. However, following a writ petition filed by Comrade Nallasivan in the Madras High.
Court in 1995, the case was handed over to the CBI for detailed investigation. .
However, various obstacles \Vere placed in the course of this legal struggle including connivance by di strictofficials to suppress information and distort the version of events. Despite such inhuman atrocities committedby the government officials, the AIADMK government only sought to put the entire blame on the tribal.

The Trial Court has given different quantum of punishment to all the surviving 215 accused (rest of the54 accused died during the trial period). Many were convicted under the Scheduled Castes andScheduled Tribes (Prevention of Atrocities) Act. However, the two-decade long legal battle also brings to.., fore the machinations by almost all arms of the state government to sabotage justice for the victims. SFl.
