This somewhat odd-looking fly is a yellow-banded conops (Conops quadrifasciatus). It is also known as the four-banded beegrabber.
The reason for the latter comes from the behaviour of this species where the females pounce on bumblebees - especially red-tailed bumblebees (Bombus lapidarius): www.flickr.com/photos/tinyturtle/35454643465/ for this particular species and using their hooked abdomen, they lay eggs between the tergites of the bumblebee and the larvae then live inside the bumblebee.
