This is windvane of a mermaid is on top of the Gemeenlandshuis, a gothic style house built in 1505. In 1645 it became the head office of Hoogheemraadschap of Delftland that had control of the construction and the maintenance of dykes, canals and windmills.
The turret, with a mermaid as a wind vane, is a typical status symbol that fits such a rich building and its occupant. It offered the opportunity to be seen by the entire city.
