This is a Bachmann HO Scale F7A, modified to more closely represent the prototype unit.

 

You can see many of the modifications in this photo including

 

1: Changed out headlight (With only lower visor)

2: Filled in nose door

3: Replaced number boards with homemade square type

4: Added marker lights

5: Modified Side Grilles

6: Filled in side car body windows

7: Removed side louvers

8: Added correct air horn

9: Added correct antenna
