This is a fully marked Chevrolet Caprice owned by the New Castle County Police Department in Delaware. When this picture was taken back in February of 2012, this was a brand new car and one of only a few Caprices on the streets of Delaware. The NCCPD ended up steering away from the Caprice and went with other makes and models to make up the majority of their fleet.
