This is a really tight turn at one of Asheville's 'Dysfunction Junctions' where the Interstate combines with a local road to cross a bridge. The slowdown is to 35 mph and few people take it seriously, which is why the guardrail rarely has time to get too rusty - it's being constantly replaced.
