Pinwheel Marasmius or Horsehair Mushroom (Marasmius rotula)

After a summer rain, these delicate mushrooms will appear in large numbers on rotting leaves or stumps in hardwood forests. Between rains they dry up and the caps shrivel, earning their name Horsehair Mushroom by leaving only tufts of wiry black stems. ( Information from Mushrooms of Algonquin Park Publication)
