my process on this one ~

 

duplicate layer

apply Dramatic preset in Topaz Adjust

erase sky in top layer

apply Texture -164 . set as Multiply

apply texture by Skeletalmess

set as overlay

flatten image

apply High pass

apply brush and lighten front boat

and brighten image in levels

 

and there is a texture by lenabemanna in there somewhere
