Loutsis Creek downstream
Just west of SR 203, Loutsis Creek near Duvall is a placid stream most of the time. However, the creek goes through a 5-foot-wide culvert under SR 203, which can sometimes make water flow too fast for resident and migratory fish to continue upstream. IN summer 2020 WSDOT is replacing the culvert with a concrete arch structure that uses carbon fiber molds. The carbon fiber pieces are light enough that two or three workers can place them, eliminating the need for large cranes that can cause bigger disruptions.
