Watching_The Watchers_01

I saw these being installed yesterday (August 1), but didn't have my camera with me ... but I snagged a few pics today. It was pretty hot out, so I ducked into the subway to get home, but I'm curious if these are also on the east side of Penn Station. I'll check tomorrow morning.

 

Do they need a permit and $1M of insurance to mount these for more than 30 minutes?
