FORT BELVOIR, Va. -- Phil Federle (left) welcomes Russian Minister of Defense Anatoly Serdyukov to the Fort Belvoir Community Hospital during a tour of the project Sept. 16, 2010. Serdyukov and other members of a Russian delegation visited the project at the invitation of U.S. Secretary of Defense Robert Gates while touring various quality-of-life facilities here.
