The roof is covered with an Ethylene Tetrafluoroethylene, or ETFE, panel system. The U.S. Army Corps of Engineers Baltimore District is managing design and construction of the $1.7 billion project as part of 2005 Base Realignment and Closure military construction programs which are ongoing at or near Fort Belvoir.
