The damage seen here is merely adjacent to the hardest hit areas, which remained within a secured perimeter for safety and to prevent looting. Structures in the worst hit areas have been leveled to their foundations. Countless old trees in old town Windsor were uprooted as the twister cut across an area from near the Kodak plant toward Windsor Lake.
