Looking for Cigars - _TNY_2210
Reed beetles (Donacinae) are typically interested in, well, reeds. This one is a common reed beetle (Donacia vulgaris) a species which fancy bulrush (cattail in North America), you know those reeds with thick brown cigars full of soft seeds.
The odd part was that this one was on a white fence in my mother-in-law's garden where there is a garden pond and some reeds - but no bulrush/cattails. Perhaps it was just looking for a new spot and was just resting on the fence?
