This guy which look like an oily black mosquito with a bright yellow abdomen is a dark-winged fungus gnat (Sciara hemerobioides).
As the name implies, they are not interested in sucking blood from humans nor from anything else, and I often find a bunch of them feeding on the nectar of flowers.
