This fellow with the wonderfully rainbow-y sheen on the oily black wings is a dark-.winged fungus gnat (Sciara hemerobiodes (or possibly S. analis)) which is sampling a flower on some dill (Anethum graveolens). What doesn't show from this angle is that while the top of the gnat is deeply black, the abdomen underneath the wings is intensly yellow.
Looking up the anatomy of dill, I've just learnt that this type of inflorescence is called an umbel and that the thin stalks all originating from a common point like here are known as pedicels. Bet you didn't think you were going to read that today, were you?
