I'm not a 100% certain about this hoverfly (this photo is a bit inconclusive), but it looks very much like one of the forest syrph species (Parasyrphus sp.).
The extra yellow flower it is sitting on is what I believe to be a giant knapweed, aka "yellow hardhead" (Centaurea macrocephala).
