This hoverfly with unusually dark wings tasting the pollen of a common yarrow (Achillea millefolium) is a dark-winged chrysogaster (Chrysogaster solstitialis). Apparently the diagonal indentations next to the eyes of the female is an identifying trait.
It's not that rare further to the south, but since this shot was taken in Härnösand, Sweden, it is one of the northernmost ever recorded.
The Swedish name for it is sorgblomfluga which means sorrow hoverfly, presumably because of the wing colour.
