A female common scorpion fly (Panorpa communis) with that typical long beak.
This one was very skitterish at first and wouldn't let me get a shot off at even long range, but then suddenly decided it was perfectly ok and like above, even let me pick it up. I could even walk inside and show it (sitting like this on my finger) to my mother-in-law and then walk outside again and actully pushing it off my finger.
