I believe this to be the beginnings of a nest of the eusocial paper wasp Ropalidia jacobsoni.
These guys are quite small (body length less than 10 mm) and I found the nest using a flash light and they were sound asleep, allowing me to get in close.
This shot is especially nice as a sole overview as it shows a wasp from the side, one from the top, one from the front and also eggs and larvae in the open cells of the nest.
