This is a male European carder bee (Anthidium manicatum) coming in for a landing on a houseleek (Sempervivum tectorum). Since the females collect the small hairs on some flowers (like these houseleeks) and line their nests with it, the males set up their territory around suitable plants.

 

Photo was taken handheld in natural light using a Pentax *ist Ds and the 18-55 kit lens.
